- Description
- The General Services Administration (GSA), Northeast and Caribbean Region is pleased to announce an opportunity for all interested Architect-Engineering (A/E) firms to provide design services for Repairs and Alterations to Federal Buildings, U.S. Courthouses, and various leased locations. Supplemental design services shall include field investigations, feasibility studies, testing services, design development and preparation of working drawings for construction, use of electronic project management and construction phase services. These services will be provided for on an as needed basis for a term of one year under a firm-fixed price indefinite quantity contract(s). The contract(s) will contain four unilateral one-year renewal options. GSA anticipates awarding up to four contracts, one for each of the following geographical areas; Zone 1 - Within New York City: Jacob K Javits FB at 26 Federal Plaza; Court of International Trade at 1 Federal Plaza; Ted Weiss FB at 290 Broadway; Daniel Patrick Moynihan Courthouse at 500 Pearl Street; Thurgood Marshall Courthouse at 40 Centre Street; and the Silvio Mollo FB at 1 St. Andrews Plaza. Zone 2 - Within New York City, Westchester and Rockland, NY: Alexander Hamilton Customhouse at 1 Bowling Green; FOB at 201 Varick Street; Howard Street Garage at 203 Centre Street; US Courthouse at 300 Quarappos Avenue, White Plains; United States Mission to the UN at 799 UN Plaza; and all leased locations within the Manhattan Center, including Rockland and Westchester. Zone 3 - Within Brooklyn, Queens and Long Island, NY: Emmanuel Cellar US Courthouse at 225 Cadman Plaza, Brooklyn; General Post Office at 271 Cadman Plaza; Roosevelt U.S. Courthouse at Cadman Plaza; Joseph Addabbo FB at One Jamaica Center Plaza, Jamaica, Queens; Alfonse D'Amato Courthouse at Central Islip; IRS Service Center, 1040 Waverly Avenue, Holtsville, and all leased locations within the Brooklyn, Queens and Long Island Center. Zone 4 - Within New Jersey: Martin Luther King FB, 50 Walnut Street, Newark; Peter W. Rodino, 970 Broad Street, Newark; VA, 20 Washington Place, Newark; Robert Roe Courthouse &FB, 200 Federal Plaza, Paterson; Trust Fund Building, 396 Bloomfield Avenue, Montclair; and all leased locations within the New Jersey Center. The total aggregate maximum order limitation of each contract shall not exceed $5,000,000 during the base year or any option year(s). GSA is seeking a firm with qualifications and experience in architectural and engineering design for repair and alteration projects valued at or below the current prospectus level. Projects for client agencies with authorization to exceed the prospectus level with agency funding may be included. All services shall be performed under the direction and supervision of registered architects and professional engineers. Services shall include, but not be limited to; architectural renovation, additions, repair and alteration projects, mechanical, electrical, fire protection, environmental work, sustainability design, courtroom design and Architectural Woodwork Institute (AWI) millwork standards, roof replacements, elevator modernization, childcare, historic preservation, site work, and building systems. GSA is actively seeking A/E firm(s) who can provide full services as described above. This will be a negotiated procurement issued in accordance with Public Law 92-852, the Brooks Act. The evaluation criteria will be as follows: 1) Professional Qualifications of Key Personnel, 2) Specialized Design Expertise, 3) Past Performance, and 4) Location within Geographical area. As this is a sources sought announcement, GSA would like all A/E firms interested in pursuing this acquisition to submit a written Letter of Interest to Sung Yoo, Contract Specialist. This acquisition falls under North American Industrial Code - 541310. A firm classified under this code is considered a small business concern if its three year average of gross sales and receipts is less than $4,500,000. Please indicate in your letter of interest your business size, as well as any other small business category your firm may fall under, i.e. small woman-owned, small HUBZone, small disadvantaged, small veteran-owned, or small veteran owned service disabled business concern(s).
