- REQUEST FOR INFORMATION (RFI) ONLY NO CURRENT SOLICITATION DOCUMENT EXISTS Marine Corps Systems Command (MARCORSYSCOM) is conducting market research, and identifying potential sources and best practice information towards designing, developing, and procuring a Pelvic Protective Undergarment. The undergarment will provide protection from lower velocity small fragments and debris to the femoral, genital, perineal, and anal regions. The protection provided will help lower the probability of infection to the pelvic region by limiting the amount of debridement experienced in an explosive event. The undergarment must be capable of providing ballistic protection against small fragments (2 grain) at velocities in excess of 650 ft/sec as well as sand and debris at similar velocities in order to prevent such debris from embedding in the skin. The ballistic material burst strength desired is no less than 160 lbs/in2 and the weight desired to be no greater than 5 ounces per square yard. This garment will be worn directly against the skin beneath the Marine Corps combat uniform. The material that is in direct contact with the skin in the protected regions should be made from filament yarns or threads to reduce friction and increase physical comfort. Overall physical comfort of the system is considered to be of equivalent importance to ballistic performance. The garment should exhibit a minimum air permeability greater than 50 cfm initially and 40 cfm after laundering at the thickest portion. The garment should exhibit a Moisture Vapor Transmission of 500 g/m2/day. All layers of the garment shall dry from complete saturation in less than 4 hours. Fabric in contact with the skin is desired to exhibit antimicrobial properties of 95% bacteria reduction after 25 home laundering cycles or at a minimum not support the growth of bacteria. The non ballistic portion of the garment is desired to be made of materials designed to maximize breathability such as mesh, and shall exhibit minimum flexibility capability of 30% stretch and 90% recovery for both directions. Additionally, the garment must be able to withstand a 4 second burn at 2 cal/cm2/sec with no melting or dripping, while worn under currently fielded flame resistant clothing as measured by the Pyroman test, ASTM F1930. Performance data for the garment when exposed to flame using ASTM F1358 for folded method and ASTM D6413 for vertical method is desired. Submitted information should include ballistic and non ballistic performance data obtained from independent laboratories. Submissions must include a statement confirming Berry Amendment compliance or documented market research validating a domestic nonavailability claim. During the course of MARCORSYSCOM s Market research effort, some vendors may be requested to provide a limited quantity (i.e. up to 10) of undergarments under a bailment agreement. Interested parties shall submit written materials electronically by 25 January 2012 to jennifer.glenn@usmc.mil. Due to email restrictions, all electronic submissions must be smaller than 5mb. All properly marked proprietary information will be appropriately handled. Submitted material will not be returned. In addition to the electronic submission, interested parties may schedule a meeting with MARCORSYSCOM to discuss their submission in response to this RFI. Meetings will be scheduled for 27 January 2012 at 1000 Corporate Center Drive, Suite 301, Stafford, VA 22554. Meetings are limited to 30 minute sessions and are available on a first come, first served basis. Meeting requests ONLY should be sent to etucker@patricioenterprises.com. MARCORSYSCOM will have representatives attending the 2012 Shooting, Hunting and Outdoor Trade (SHOT) Show and will be available on January 17, 2012 from 8:00 am 4:00 pm and January 19, 2012 from 8:00 am 12:00 pm. A separate FEDBIZOPS notice was posted with instructions on how interested parties can request that MARCORSYSCOM representatives visit their booth for up to thirty (30) minutes to review any available samples of armor carriage solutions that address this RFI s requirements.
