- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The intent of this notice is to determine the availability of qualified service-disabled veteran-owned small business (SDVOSB) sources technically capable of providing non-personal, subject matter research and analyses services in support of the Army Human Research Protections Office (AHRPO), Health Policy and Services, Office of the Surgeon General located at 5111 Leesburg Pike, Suite 636, Falls Church, VA, 22041. Place of performance is onsite at government facility. Subject matter research and analyses services are required for the period of 1 February 2012 through 31 January 2013. The mission of the Army Human Research Protections Office (AHRPO) is to provide leadership in the protection of the rights, welfare, and wellbeing of subjects involved in research conducted or supported by the U.S. Army. AHRPO develops Army-level policy, negotiates DoD Assurances, provides clarification and guidance, develops educational programs and materials, maintains regulatory oversight, and provides advice on ethical and regulatory issues in biomedical, behavioral, and social research. The Contractor shall provide all labor, management, equipment, supplies, materials, and resources, not provided by the Government, necessary to perform subject matter research and analyses to include, but not limited to, interpreting results to determine validity and significance, preparing written reports presenting the results, interpretations, conclusions, and impact analyses, and identifying needs for new processes, systems, methods, or approaches, guidance documents, standards, and training needs to support the AHRPO. Outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training and services to complement the Government's technical expertise. Performance under this contract shall be required both within the Continental United States (CONUS) and outside the Continental United States (OCONUS). All contractor personnel shall possess a current Secret Clearance based on a Single Scope Background Investigation (SSBI) within the last five (5) years. The Contractor shall have a Secret Facility Clearance as verified within the Industrial Facility Security Database (ISFD) at time of award. Only SDVOSBs are to submit capability packages. Interested small businesses that are certified and qualified as a SDVOSB concern in North American Industrial Classification System (NAICS) code 541712 with a size standard of 500 employees are encouraged to submit their capability packages (not to exceed 5 pages). The respondents must demonstrate their capability in the following items. Please note that failure to specifically demonstrate capability to provide the required services in your response to this market survey may affect the Government's review of your ability to perform these services. The response shall be in sufficient detail as to allow the Government the ability to assess the capability of your firm. The following items must be addressed as part of the capability statement:1)Describe your firm's experience and expertise in human research protection programs including subject matter expertise in application of the Common Rule and Subparts B, C, and D; the Food and Drug Administration (FDA) regulations concerning investigational devices and drugs; HIPAA; and other human subjects protection regulatory requirements; 2) Describe your firm's experience working with collaborative tools such as the electronic document management systems and report generations; 3) Demonstrate your firm's ability to obtain a facility security clearance not later than 31 January 2012; and 4) Demonstrate your firm's ability to provide qualified personnel that meet the following minimum qualifications: a) Possess current Secret Clearance; b) Subject matter experts in human subject research and certified in human subjects protection and regulatory compliance; and, c) 4+ years post advanced-degree experience in relevant field(s). Interested parties' response shall include any other specific and relevant information related to this requirement that will enable the Government to determine the capabilities of the company to perform the specialized services described in this sources sought. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a contract based upon responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information. Any proprietary information should be clearly identified as 'proprietary information'.
