- The Naval Air Systems Command, PMA 257 intends to award a Sole-Source delivery order under Basic Ordering Agreement N00019-12-G-0003 to Goodrich Control Systems, The Radleys, Birmingham, GBR, for a Component Improvement Program (CIP) for the AV-8B F-402 Pegasus propulsion system Gas Turbine Starter Accessories pursuant to the authority provided in FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The F402 Pegasus Propulsion System is used in the USMC AV-8B Aircraft as well as in British, Spanish and Italian AV-8B variants. The CIP will apply to all of the aircraft. Goodrich is the original designer, developer and manufacturer of the F402 (AV-8B) series engine Gas Turbine Starter (GTS) Accessories and is the only source with the requisite knowledge, experience and technical expertise to continue to provide the required supplies and services. Goodrich is the only source with the technical data, facilities and capabilities required to provide the associated system and sustainment support for the F402 (AV-8B) series engine accessories. Goodrich maintains configuration control over the F402 engine accessories. No other manufacturer could design, develop and properly integrate F402 engine accessories upgrades to meet the contract delivery schedules required to resolve issues in the fleet with the current configuration. The Government does not possess the data rights necessary to facilitate a competition. Under the proposed contract, Goodrich shall provide engineering and support services to maintain the system's effectiveness and optimize the affordable readiness of the AV-8B F-402 propulsion system Gas Turbine Starter Accessories. Specifically, the contractor shall perform engineering projects and provide design solutions to provide for continuing improvements in Safety, Readiness, Reliability, Maintainability, Sustainment, and correction of service related non-specification deficiencies. The period of performance shall be 01 June 2012 through 31 March 2013. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
