- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is not a small business set aside. This solicitation number is RFQ2368719 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch has a requirement on behalf of the National Institute on Aging (NIA), to provide meeting space for a Scientific Retreat. The 17th Annual NIA Intramural Research Program (IRP) "Study of Aging" Scientific Retreat requires meeting space and facilities for a two-day meeting that will occur on March 22-23, 2012. Event activity will begin with registration and morning refreshments at 7:30 AM on March 22 and at 8:00 AM on March 23, concluding at 5:00 PM on both days. Location of meeting space and facilities is to be near proximity of the NIA's Biomedical Research Center in Baltimore, MD. The meeting will consist of up to 350 federal employees from the local area who will learn the latest information from leading experts on the mechanisms of aging through lecture style and discussion format. Among testimony from field experts, participants will engage in break-out discussions and poster sessions throughout both days. Poster sessions will provide an opportunity for scientific experts and NIA employees to exchange views on critical findings. Common areas shall be located in an intimate and reflective atmosphere to foster interaction and enhance networking among speakers and participants. Requirements: Contractor shall provide meeting space and facilities consisting of one large auditorium to accommodate all participants, two classrooms, dining area, and other common area, all in a self-contained building. Functional specifications require space for a poster session large enough to accommodate viewing of at least 40 posters. Audio/Visual requirements include providing equipment consisting of LCD projector, podium, microphone, and two flip charts with markers, Mixer for two standing microphones, three lap microphones, overhead projector and screen, and pens and notepads. Facility setup shall commence and be completed on the day prior to the event, March 21. Government officials will conduct a walk-through on March 21 to ensure adequate setup. Lunches are to be served to all meeting participants on both meeting days (March 22,23) as buffet style, and snacks and morning and afternoon refreshments may be offered during extended AM (0730-1100) and PM (1330-1600) period breaks. Meals shall be kept within Federal meal per diem for Fiscal Year 2012. Cost of meals must be included in price quotations. Complimentary parking shall be offered to all meeting participants on both meeting days, March 22 and 23. Quotations will be evaluated by the following criteria. Evaluation criteria: (1) Ability to meet the technical specifications described in this synopsis; (2) ability to provide meeting and conference space as described for the stated meeting dates (3/22/12 - 3/23/12); and (3) past performance of hosting similar types of meetings in size and complexity. Offerors will also be evaluated on best value in relation to price. Quotations are to be sent electronically to Hunter A. Tjugum, at hunter.tjugum@nih.gov. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items.
