- HSHQW9-12-R-00001 PSO Services for Nevada The US Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) has a requirement to acquire Armed Protective Security Officer (PSO) services in the State of Nevada at FPS designated federally owned and leased facilities. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a one-year base period plus up to four one-year option periods; and the total estimated recurring hours are 805,385 for the life of the contract. The contract will be issued as an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract as defined in FAR 16.504 and subordinate Task orders will be issued on a labor hour basis. The source selection process for this acquisition is Best Value/trade-off; with the technical, non-price factors, when combined, being significantly more important than price. Specific submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with a corresponding size standard of $18.5 million. This action is 100-percent set aside for small businesses. The Contractor is required to register with Central Contractor Registration (CCR) at http://www.ccr.gov ; and no contract award shall be made to any contractor not so registered. A pre-proposal conference is scheduled to be held on approximately January 18, 2012 (or TBD) beginning at 1:00 pm at Philip Burton Federal Building, 450 Golden Gate Ave, San Francisco, CA. Interested parties are asked to register for the conference by submitting an email to paul.daneker@dhs.gov containing the name(s), firm, contact phone number(s) and address(es) of all participants/attendees by 2:00 p.m. PST, 16 January 2012. Throughout the solicitation, all questions must be submitted to Government in writing - send to paul.daneker@dhs.gov and Westccg@dhs.gov. All interested parties are encouraged to submit questions in advance of the pre-proposal conference. Please note, questions not earlier submitted but raised at the conference itself must be submitted in writing at the time of the conference. Furthermore, the final date for any and all questions to be submitted is 1 February 2012 at 12:30 p.m. PST. Questions not timely submitted and/or not submitted in writing will be rejected unanswered. All Questions and Answers will be made publicly available. The solicitation issue date is 6 January 2012.
