- Description
- The Government intends to issue a solicitation after 31 Jan 12 for the Enterprise-Wide Diminishing Manufacturing Sources and Materials Shortages (DMSMS) Predictive Tool Capability. This requirement is in support of the Air Force Global Logistics Support Center (AFGLSC) obsolescence management initiatives. The Predictive Tool Capability provided through this acquisition is to assist the Air Force (AF) community in determining the present and future state of Program Managed System's Bill of Material (BOM), identified items status, and their Life Cycle procurement efforts. Additionally, the requirement will consist of the loading and maintenance of the BOM, to ensure an accurate source of data and analysis exists, to assist the Program Managers with evaluating potential supportability risk due to the discontinuation of material or loss of suppliers. The contractor shall also provide engineering and technical services for the effort, to include activities which enhance the DMSMS process. The intending solicitation contemplates a Firm Fixed Price Requirements type contract, one-year basic, with four one-year options to include a six month option. This procurement will be solicited under full and open competition, and will utilize Trade off Source Selection Procedures with tradeoff between past performance and price. Section 508 Compliance of the Rehabilitation Act: The contractor shall design the instruction so that it complies with the most current version of Section 508 of the Rehabilitation Act, as explained at hhtp://www.section508.gov. In accordance with Air Force Instruction 33-210, "Air Force Certification and Accreditation (C&A) Program" is applicable and mandatory for the development and operation of all Air Force Information Systems (IS) across the Air Force-provision portion of the Global Information Grid (AF-GIG). The Request for Proposal (RFP) will be made available for downloading from the internet FEDBIZOPS. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/ amendments to any and all documents. All responsible sources meeting the criteria stated therein may submit a proposal. Contractors must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009 in order to receive an award. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contractor officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of the proposals or on the source selection process. Interested parties are invited to call the Ombudsman at 405-736-3273.
