Description
NASA/ARC's Lunar Atmosphere Dust Environment Explorer (LADEE) uses apressure-regulated bipropellant propulsion system. Fuel and oxidizer are stored in fouridentical 31 liter spherical tanks which use surface tension Propellant ManagementDevices (PMDs) to ensure gas-free delivery of propellant to the engines. NASA hasdetermined that an analysis to predict the slosh behavior propellants in the tanks isrequired.NASA/ARC intends to purchase this analysis from ATK Space Systems, the Propellant TankManufacturer. The circumstances of the contract action deem only one source reasonablyavailable. (See FAR Part 13.106(b)(1)) The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 01/20/2012.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
