Remove or push back snow that ground department is unable to remove due to lack of adequate equipment. 3. Background. VA engineering department doesn't own equipment needed to move large and heavy amounts of plowed snow. We need to be able to have snow removed or pushed back so we are prepared to plow snow after area snow storms and in the past have had to do multiple credit card purchases, one each after heavy snow fall occurrences. This contract will allow grounds staff to call in outside contractors to remove snow on an as needed basis and eliminate any potential of perceived split credit card orders. 4. Scope. Remove or push back snow for the FY2011 snow season on an as-needed, call-in basis not to exceed $10,000. 5. Specific Tasks. Once the snow levels around the VA Hospital Spokane ground areas exceed the amount that can be reasonably moved with facility existing equipment, contractor will be directed to come and either remove or push back plowed snow berms. Response time for snow plowing/removal will be within 3 business days of contact by the VA and the contractor will work diligently until all snow has been adequately pushed back or removed (as indicated by caller), so that VA grounds crews have room for plowing during the next snow storm. Work may require some evening or early morning work to access parking lots that might otherwise be in use. It is recommended but not required the contractor remove snow during times of low volume parking at the VA hospital. Typically these times are evening and during weekends. Keep in mind the Government will normally estimate the hours required for removal of snow as being accomplished during these times to maximize efficient and timely snow removal operations. Work hours to complete snow removal will be agreed upon by contractor and Government PRIOR to work start. Contractor WILL NOT exceed agreed upon hours to work for each call. Exceeding agreed upon and established work hours DOES not obligate the government and is SOLELY the risk of the contractor. Contractor will provide description of equipment they intend to use prior to job. This will facilitate an accurate estimate of hours required. Contractors will also include a description of equipment the contractor intends to use for the duration of the agreement. Normally the contractor will only be required to PUSH back or move snow to a location on the VA campus. At times the Government may request the contractor remove snow from the VA campus area. Work will ONLY be directed by an authorized caller appointed by the contracting officer.
