Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Services located in Seattle, WA on a sole source basis with Biowaves Inc. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contractor will perform the following tasks: 1. Collect marine mammal sightings and detections, predation event samples, other remains, or related samples during vessel surveys; 2.) Make repairs to NWFSC's two towed acoustic arrays and collect marine mammal detection data using visual methods or from monitoring acoustic devices, collect predation event samples, other prey remains, or related samples during a 21 day vessel survey; 3.) Record sampling effort detections, and behavioral data of marine mammals in accordance with NWFSC protocols. Survey dates are to be determined in consultation with the NWFSC. Tentative survey dates are: 16 February - 7 March 2012. Proposed vendor shall record all effort and detection data and shall provide all data and a report summarizing the sampling effort and acoustic detections. A preliminary report describing results and conclusions shall be provided no later than May 30, 2012 and final report will be due July 30, 2012. NOAA's acoustic tracking system requires a very high degree of skill to operate and this type of work is highly specialized. Biowaves Inc. has all the knowledge and experience performing the tasks required because they have provided similar services in previous cruises. This project requires that all data be collected in the same manner that is compatible with previous research efforts. The Government intends to negotiate a firm fixed price contract that will commence from date of award through July 30, 2012. The North American Industry Classification System code for this acquisition is 541690 with a corresponding size standard of $7.0M. It is the Government's belief that only Biowaves Inc. can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
