Description
The Federal Aviation Administration (FAA) Aviation Safety Line of Business has a requirement for IOS 9001:2008 registrar support services. Aerospace and transportation industry changes necessitate that the Federal Aviation Administration's Office of Aviation Safety (AVS) maintain a Quality Management System (QMS) that will enable the total organization to continually manage change that effectively improves safety oversight of the United States (U.S.) National Aerospace System (NAS). The AVS organization is also deeply involved in the Agencies implementation of a Safety Management System (SMS) and the Next-Generation (NEXTGEN) air traffic control systems. The AVS organization is composed of over 7000 people geographically distributed to over 150 locations that execute system, business and technical processes. Having completed two (2) three-year cycles of registration and surveillance audits, AVS must now complete another recertification audit and surveillance audits to sustain the certificate. In order to accomplish this goal, AVS requires the services of a qualified contractor to perform the required recertification audit and the subsequent surveillance audits. The current contractor is ABS Quality Evaluation Inc, 16855 Northchase Drive, Houston, Texas 77060 under Contract No. DTFAWA-10-C-00031 which ends 04/01/2012. The purpose of this survey is to gather information in order to determine whether there is adequate competition among small businesses and to choose the procurement method for this requirement. If adequate competition is determined to exist among small businesses then the FAA may determine to set aside the requirement for competition among small businesses, if this cannot be determined based on the response to this market survey then the requirement will be open to all business sizes.
