- This requirement is for non-commercial services. The contractor shall provide the following services: 0001 - Non-personal services to include all parts, tools, labor and transportation necessary to perform routine maintenance and repair services for the F-15 Plastic Media Blast for the Robotic Depaint System and the Manual Depaint System. Quantity: 1 lot 0002 - Non-personal services to include all parts, tools, labor and transportation necessary to perform unscheduled/emergency maintenance and repair for the F-15 Plastic Media Blast for the Robotic Depaint System and the Manual Depaint System. Quantity: 1 lot 0003 - Non-personal services to include all parts, tools, labor and transportation necessary to perform upgrades to the F-15 Robotic Depaint System. Quantity: 1 lot 0004 - Contractor acquired parts/material in support of line item 0001 through 0003. Contractor shall be reimbursed IAW 52.216-7. Quantity: 1 lot DO NOT SUBMIT A PRICE FOR THIS LINE ITEM 0005 - Data DO NO SUBMIT A PRICE FOR THIS LINE ITEM 0005AA - Budgetary Proposal Data IAW attached DD1423-A001. Quantity: 1 lot 0005AB - Maintenance Log IAW attached DD1423-A002. Quantity: 1 lot 0005AC - Contractor's Standard Operating Procedures IAW attached DD1423-A003. Quantity: 1 lot 0005AD - Accident/Incident Report IAW attached DD1423-A004. Quantity: 1 lot 0005AE - Software Engineering includes software modification to the operation of the RDS. Quantity: 1 lot This requirement is for a basic contract period of twelve (12) months with four (4) annual options of twelve (12) months each of the above items in the same quantity. No technical data is available. Electronic procedures will be used for this solicitation. The resulting contract will be Cost Plus Fixed Fee. This announce constitutes the synopsis only; a proposal is requested and a written solicitation will be issued. The solicitation will be issued as a Request for Proposal (RFQ) FA8501-12-R-0003. Solicitation document and incorporated provisions and clauses are that in effect through Federal Acquisition Circular 2005-55, effective 03 Jan 2012, NAICS is 336413 and small business size is 1000 employees. Place of performance/FOB Robins AFB Georgia. The approximate RFP issue date will be 05 January 2012. Proposal is due 04 February 2012. This requirement is sole source to Southwest Research Institute, Cage Code 26401 in accordance with 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, Only One Or A Limited Number of Responsible Sources, And No Other Supplies Or Services Will Satisfy Agency Requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government that this requirement will not be competed based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Foreign participation is not permitted. All potential offerors should contact the buyer/PCO identified below for additional information and or to communicate concerns, if any, concerning this acquisition.
