- Request for Information (RFI): Medical Screening System Request for Information (RFI) This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Respondents needing confidential treatment for any proprietary information they furnish must comply with the SEC's confidential treatment regulations at 17 C.F.R. 200.83. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. DESCRIPTION OF INFORMATION REQUESTED System Requirements: • Provide the ability to create a standard medical chart in an electronic format • Provide a billing module capable of exporting a completed "superbill" to a separate claims data warehouse. The "superbill" includes PCV identifier, date of service, provider, provider type, diagnosis (some variant of an ICD code), service provided (CPT code), and time or cost; for services provided in house, time spent will be recorded; for external services, the invoiced cost will be documented, which with the other information will provide an audit trail for individual expenditures, medical costs for specific conditions, and "bottom-up" medical budgeting • Allow the electronic transfer of information from the pre-service medical screening system built using Microsoft Dynamics CRM 2011 in a way that enables several specific EMR queries • A searchable problem list with each diagnosis a discrete field; the initial problem list must be electronically imported from the pre-service medical screening system and enable subsequent editing by the PCMO • A searchable medication list with each medication a discrete field; the initial medication list must be electronically imported from the pre-service medical screening system and enable subsequent editing by the PCMO • A searchable allergies list with each diagnosis a discrete field; the initial allergies list must be electronically imported from the pre-service medical screening system and enable subsequent editing by the PCMO • A searchable vaccination record with each vaccination and its expiration date a discrete field; the initial record must be electronically imported from the pre-service medical screening system and enable subsequent editing by the PCMO • A clinical notes section in SOAP format that allows free form narrative entry by PCMOs for each clinical encounter • A lab and imaging section that allows test results to be scanned and pasted into the record; this does not need to support discrete field queries, i.e. it can be a collection of PDFs • A consultation section that allows consultation results to be scanned and pasted into the record; this can also be a collection of PDFs • HIPPA and Hi Tech compliant System Specification/Existing Infrastructure: • Peace Corps has a low bandwidth, high latency world-wide network due to the challenging conditions of procuring affordable Internet connectivity in the developing world • OpenEMR will be used at Post (77 developing countries world-wide) for practice management and customized to meet the requirements as described above • Microsoft Dynamics 2011 will be used for reporting and case management at HQ in Washington, DC to meet the requirements as described above; an existing system used to screen all applicants to Peace Corps was built on the Dynamics platform • Microsoft BizTalk is used as the agency's enterprise service bus and will be used to synchronize information from Open EMR at Post to Dynamics CRM at HQ • A laptop or mobile device will be used at Post to record basic medical information and synchronize to the OpenEMR instance at Post High Level Project Schedule/Milestones: • Planned development, proof of concept and limited pilot end of FY12 • Planned deployment to all Peace Corps Posts in FY13 • Operations and Maintenance in FY14 and beyond
