- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. The Request for Quote number is LDQ005889 and is being conducted as a 100% small business set aside. The NAICS Code for this requirement is 339999 - All Other Miscellaneous Manufacturing; the size standard is 750 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-54. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. This RFQ is for Brand Name or Equal in accordance with FAR Provision 52.211-6 (Aug 1999). If quote is for an equal product, specifications of the items must be included with the quote. Products equal to Brand Name must be accompanied with verifiable references. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent upon the interested party to provide sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the proposed equal item(s). The FBI currently has Divex Dirty Harry Contaminated Water Diving Systems and the umbilicals must be able to work with the Divex Dirty Harry Contaminated Water Diving System. The Federal Bureau of Investigation (FBI) has a requirement for a one time fixed price purchase of five (5) umbilicals. The minimum salient technical requirements are listed below: Please note the different minimum salient technical requirements based on the quantity. Quantity: Three (3) umbilical's 400 feet in length compatible with the Divex Dirty Harry Contaminated Water Diving Systems. Minimum Salient Technical Requirements - All models: • Four hoses twisted together with only the ends being separate; • All four houses wrapped with an extruded jacket to provide protection from hazardous environments. The extruded jacket shall be red in color for the 1st umbilical, green in color for the 2nd umbilical, and yellow in color for the 3rd umbilical; • Extruded length of the umbilical shall be 390 feet with a surface end tail of 5 feet and a diver's end tail of 5 feet; • Have a high grade stainless steel D-ring attached at the surface end; • Have two (2) high grade stainless steel D-rings attached at the diver's end two (2) feet apart, and attach one (1) snap shackle to one (1) of the D-ring's at the diver's end; • 3/8 inch air supply (breathing gas) hose with a 3/8 inch BSP female stainless steel swivel connector at the surface end and a 6 JIC female stainless steel swivel connector at the diver's end, with a working pressure of at least 500 PSI and a bursting pressure of at least 2,000 PSI; • ¼ inch pneumofathometer hose with a ¼ inch BSP female stainless steel swivel connector at the surface end and not terminated at the diver's end, with a working pressure of at least 300 PSI and a bursting pressure of at least 1,200 PSI; • 4-wire core (0.5mm) communications cable with two banana clip connectors on the surface end and a 4 socket RMG Marsh Marine connector at the diver's end, with a breaking load of at least 1,1000 lbf; • ½ inch return hose with 10 JIC female stainless steel swivel connector at the surface end and a 8 JIC female stainless steel swivel connector on the diver's end, with a working pressure of at least 1,200 PSI and a bursting pressure of at least, 6,000 PSI; • A video and light cable with a "Y" splice at the diver's end. One tail of the "Y" shall have a RMG3FS connector for a light and the other tail of the "Y" shall have a RMK5FS connector for a video camera. The surface end of the cable must terminate with a connector compatible with the Shark Marine SV-DVC4. Quantity: Two (2) umbilical's 350 feet in length compatible with the Divex Dirty Harry Contaminated Water Diving Systems. Minimum Salient Technical Requirements - All models: • ½ inch (inner diameter) Gates 33HB rubber hose with 10 JIC female stainless steel swivel connector at the surface end and an 8 JIC female stainless steel swivel connector on the diver's end. Test certifications shall be included for all umbilicals. The umbilicals shall be shipped in a secure manner (such as using plywood shipping reels). Delivery of items shall be within 30 days After Receipt of Order (ARO). Destination: FOB: FBI ORC, 1000 Falls Run Drive, Fredericksburg, VA 22406. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency.
