- Sources Sought Notice VA249-12-R-0010 is hereby modified to provide answers to those frequently asked questions submitted in response to this notice. Below is a list of questions and answers. FREQUENTLY ASKED QUESTIONS (FAQ) 1) The licensing stamp that is referred to in the solicitation - does it need to be Kentucky or will any state license suffice, given that it is a federal project? [Answer] The licensing stamp that is referred to in the solicitation does not have to be for Kentucky, however, the licensing stamp must be from the state in which the registered architect/engineer holds a license as a professional architect/engineer. 2) What is the current space usage of the building and what is the anticipated usage - office, administrative, clinical, laboratory, etc? [Answer] We are not changing the usage of Building 19. Building 19 is used for research with spaces for administration, laboratory and storage. 3) Why is there a need for a licensed landscape architect if the project is a building renovation? [Answer] This is a requirement for all procurement involving Architect/Engineer 4) What, if any, are the building envelope conditions that might need to be addressed (tuckpointing, re-roofing, window replacement)? [Answer] Yes. That is for the A/E to determine during the design development. 5) Why is installation of an elevator important enough to be noted in the ad? [Answer] It is noted in the ad for thoroughness. 6) Why is the VA committed to a LEED Silver qualification? We are currently working on other VAMC projects in which LEED certification has not been part of the scope of work. [Answer] Building 19 was chosen per the requirement of EO1351, that the VA have three building LEED Silver certified. Building 19 was chosen as one of those buildings. 7) Does the current Building 19 have a fire suppression system? [Answer] Yes. 8) How old is Building 19? This may have to do with the life safety stipulation in the renovation scope, as well as the industrial hygiene component to the team. The same question applies to the reference to infection control measures; i.e., are there particularly sensitive research labs currently or anticipated or does this refer to the patient population? [Answer] 1950 ? FREQUENTLY ASKED QUESTIONS (FAQ) 9) The solicitation references 3-D animation in AutoCAD 2009. Does the VA anticipate presentations in 3-D or is this in reference to revit application? [Answer] Yes to both.
