- The US Army Contracting Command, Aberdeen Proving Ground - Belvoir Division intends to issue a Cost-Plus-Fixed Fee (CPFF) modification to Contract Number W909MY-09-C-0068 on a sole source basis. The proposed contract modification will further the development of technological approaches under the Far Target Location Improvement Program (FTLIP) effort and extend the period of performance by eight (8) months from 9 August 2012 to 9 April 2013. The proposed additional work will allow for development of a novel Micro-Electro-Mechanical Systems (MEMS) vibratory gyroscope-based northfinder approach to determine the azimuth (direction) to a selected target. This effort shall focus on the study, design, fabrication, test, and demonstration of two (2) technology demonstrators that employ the MEMS vibratory gyros. The resulting technology demonstrators shall be demonstrated in a field relevant environment to determine their suitability in terms of performance, size, weight, power, and cost for further integration into Far Target Location programs. The proposed source for this action is Toyon Research Corporation (Toyon), 6800 Cortona Dr., Goleta, CA 93117. The authority Cited is 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) entitled - Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement will be funded with Research Development Test & Evaluation (RDT&E) funds. This requirement is subject to availability of funds. This notice of intent is not a request for proposals. However, all responsible firms that can meet the subject requirement are encouraged to identify their interest and capabilities. All responsible sources may submit a response within 45 days of this notice, which will be considered. Responses shall be no longer than ten pages. All responses must be submitted via e-mail and may be sent to: Karen Travis, Contract Specialist, at karen.e.travis4.civ@mail.mil. TELEPHONE OR FACSIMILE INQUIRIES AND/OR RESPONSES WILL NOT BE ACCEPTED. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement for this effort.
