Description
THIS IS A SOURCES SOUGHT NOTICE for PM-SW Contract Services. THIS IS NOT A SOLICITATION FOR PROPOSALS. The US Army Contracting Command, Picatinny Arsenal, NJ is conducting market research to identify potential sources to provide the following support services to Project Manager Soldier Weapons (PMSW): *Administrative Support *Executive Assistant Support The primary location for the performance of work under this contract is at Picatinny Arsenal, New Jersey. Administrative personnel shall provide support for all administrative operations and activities to the PM/Deputy PM. Support shall include, but is not limited to short/long range operational schedules; schedule appointments/meetings; coordinate travel arrangements; generate/maintain CONUS and OCONUS travel schedules to include status of orders and itineraries, Visas, theater clearances, transportation, and accommodation arrangements in MS Window compatible database that is available to the Project Manager/Deputy Project Manager (PM/DPM), administrative assistants, executive assistants and division chiefs. Administrative support shall also arrange meetings and conferences and prepare appropriate background material; screen telephone calls and refer the calls to the appropriate personnel. Reviews incoming and outgoing correspondence to include electronic mail; forwards to appropriate personnel; generates correspondence, maintains suspense records and maintains office files; maintains time and attendance records; reviews and evaluates administrative directives and develops implementing instructions and maintains a library of pertinent directives and publications; maintains liaison with numerous support organizations, i.e., Acquisition Center, Personnel, Resource Management and Installation Support Activity to obtain and acquire necessary services; maintains personnel records, prepares personnel documents, processes personnel actions, training plans, performance standards and appraisals, distributes office supplies and equipment. Executive Assistant shall serve as an executive assistant to the Project Manager/Deputy Project Manager (PM/DPM) or other senior personnel. Contractor will be responsible for performing a wide variety of office management and administration duties to ensure effective operations within the office. Executive Assistant serves as focal point in the project office and is responsible for reviewing incoming tasks, projects, correspondence and other communications and materials. Provides advice and recommendations to the PM/DPM on all matters relative to the coordination, integration and synchronization of staff actions, events and activities personally affecting and involving the Project/Deputy Project Manager or senior engineers and scientists. Identifies conflicts and competing interests to the PM/DPM with recommendations for final decision. Maintains knowledge of administrative regulations and operating procedures, skills in applying fact finding and investigative techniques. Develops plans and information for the internal and external integration of day-to-day and long-range projects, actions and activities requiring involvement of the Project/Deputy Project Manager. Provides sound, mature advice and recommendations to the PM/DPM on the orchestration of events and activities. Understands the Project Managers focus and directly tasks staff elements. Work problems are normally resolved by the employee without reference to the supervisor and are in accordance with the body of accepted office policies, applicable precedents, organizational concepts, management theory and occupational training. Reviews and coordinates taskers/data calls originating from higher headquarters. Independently consolidates responses and prepares correspondence for PMs/DPMs. Responsible for managing the operational calendar for both the Project Manager/Deputy Project Manager with complete authority for scheduling appointments, meetings, social events and conferences with prior approval. Responsible for answering telephone calls, and screening visitors, personally answering substantive questions not requiring technical knowledge. Takes the lead in helping the PM and DPM in preparing for major program reviews. Interacts with Operations personnel to obtain, understand and disseminate templates, guidance and directives relating to those reviews. Provides similar support in preparation for reviews, home on homes, conferences, IPTs and executive steering committees in which key PM personnel are involved. Takes executive level notes at meetings developing to do lists and using insight and common sense in discerning between comments, thoughts out lout and requests/directives. Schedules appointments/meetings; coordinate travel arrangements; generate/maintain CONUS and OCONUS travel schedules to include status of orders and itineraries, Visas, theater clearances, transportation, and accommodation arrangements in MS Window compatible database that is available to the Project Manager/Deputy Project Manager (PM/DPM), administrative assistants, executive assistants and division chiefs.
