SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 238130, with a small business size standard $14M Million. The estimated value of the procurement is between $25,000 and $100,000. Pursuant to FAR 52.228-13, a Payment bond will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel, equipment, capability and bonding capacity to perform the following work at USCG District One Hospital Point, Beverly, MA: replacement of approximately 26 linear feet of rotted 6" X 8" solid timber sill, with stud repairs, joist repairs, foundation stonework mortar patching, removal and reinstallation of siding, trim, and sheathing, and in the basement - removal and reinstallation of attached interior wood shelving and a water heater. Bracing of the exterior wall is required, along with temporary supports of existing floor joists accessed via the basement. It is anticipated that the work will begin in early May 2012 to coincide with tenant occupancy. In accordance with FAR Part 19, if your firm is one of the above small business concerns and intends to submit an offer on this acquisition, please respond by email to jean.m.bretz@uscg.mil with "Sources Sought for Solicitation HSCGG1-12- SILL-RPRS" in the subject line or by fax to (401) 736-1704. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as prime contractor; (b) a statement identifying your certified small business designation; (c) evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals; and, (d) evidence of specific experience in the following areas: sill replacement techniques at wood frame residential buildings built before the introduction of modern platform framing. The desired experience includes wall and floor joist bracing methods, familiarity with old braced framing and fastening/joinery methods, and experience repairing wood framing. The work will take place at a residence built in 1871. Existing framing member sizes do not conform to modern standardized sizing. Include information for past projects - including contract numbers, project titles, dollar amounts, points of contact and telephone numbers and, experience in performing the work under strict time constraints. Your response is required no later than 11 January 2012. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside. Vendors are required to be registered with the Central Contractor Registration (CCR) database at www.ccr.gov in order to receive a federal government contract.
