Description
MyHealtheVet Patient Centered Redesign Professional and Technical Services Request for Information: VA701-12-I-0084 I. Introduction: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for MyHealtheVet Patient Centered Resign Professional and Technical Services. At this time, no solicitation exists. Therefore, PLEASE DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background: An internal quality evaluation of all Veterans Health Administration (VHA) Internet web sites, completed in June 2010, revealed that the majority of VA Medical Center Internet web sites fall short of what our Veterans find on comparable health sector websites. Factors considered during the quality evaluation included: quality and professionalism of content, graphics, and design, as well as timeliness, navigation, and adherence to standards. To strengthen VHA's Internet presence, VHA Web Communications, under direction of the Under Secretary of Health devised an enhanced VAMC home page, which will be mandatory for all 143 VAMC Internet websites. Features of the enhanced home page draw from experience and knowledge gained through years of feedback from the field, Veterans and other stakeholders, best practices within VA/VHA, as well as a careful review of numerous comparable health sector websites. Taken together these features will bring the same consistent level of professionalism, quality, and timeliness Veterans have come to expect from VA health care. The My HealtheVet Web Portal Redesign will include a new Patient-Centric look and feel to include tailored and personalized health information based primarily on Veteran and stakeholder feedback and incorporate changes mandated from the Under Secretary's office. My HealtheVet is in the process of implementing a complete Redesign and VA-wide Enterprise Content Management System (ECMS), Interwoven/Teamsite. The activities supporting these initiatives include a broad spectrum of areas such as Information Architecture, Taxonomy development, Style Guide and Wireframe revisions. III. Requirements: Technical services may include but are not limited to: Propose and develop an approved web design flexible for all My HealtheVet modules and collections; create all design related documentation, such as Style Guides, Wireframes, Use Cases, Requirements, and Information Architecture documentation; Provide technical solutions and evaluation in support of development for implementing a new design in the existing VA content management system; provide My HealtheVet Web login capability to all Veterans Affairs Medical Centers (VAMC) websites; coordinate and facilitate MHV's Virtual Health Library integration; coordinate and facilitate MHV's Virtual Training environment; coordinate, facilitate, and document MHV Blue Button and extract redesign and development workgroups; create and maintain graphics and multimedia resources and artifacts; create and revise marketing collateral and presentations; administer Usability testing efforts for all My HealtheVet redesign, social networking, content management enhancements; review and revise the overall Usability Test Plan; design and develop usability test scripts and scenarios, test plans, and formal test procedures; perform Heuristic Analysis of existing and planned My HealtheVet features ahead of formal testing by end users; and document Usability Testing activities, timelines, post-testing analysis and reporting. The contractor shall provide materials that comply with Section 508 regulations/policies, and practices. IV. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of the 15 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following minimum information: Company name and address Company point of contact name, telephone number and email address Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor. The name, address, and value of each project. The Prime Contract Type, Firm Fixed-Price, or Time and Material. The name, telephone and address of the owner of each project. Description of each project and why it is relevant to this requirement. Include difficulties and successes. Your company's role and services provided for each project. What kinds of performance assessment methods are commonly used? What are the common qualifications of the people who are providing these services? The applicable NAICS code for this project is 541618 with a Small Business Size Standard of $7.0 Million. It is requested that the above information be provided no later than January 13, 2012 at 1:00PM EST. Responses should be emailed to Yolanda M. Ray at Yolanda.Ray@va.gov.
