Description
This Request for Information (RFI) is not a formal Request for Proposal, and the Government will not pay for any information received under, or associated with this RFI. DLA Troop Support Tailored Logistics Support Prime Vendor (TLS) is seeing to acquire commercial type items that are or pertain to fire and emergency services equipment including but not limited to: firefighting, safety, rescue, environmental, HAZMAT, domestic preparedness, first responder, search and rescue, and other emergency response equipment, related incidental services and training, listed under the general categories of Fire Fighting Equipment, Decontaminating and impregnating Equipment, Safety and Rescue Equipment and Incidental Services Associated with Fire and Rescue Operations. We are seeking to identify Small Businesses that can support these requirements. Items under this program will include both commercial off the shelf (COTS) and Part numbered items. MARKET SURVEY COMPANY INFORMATION Company Name: Date: Point of Contact: •1. Would you be interested in submitting a direct proposal for a long-term contract? •2. Which items would your company be interested in?(what product types, groups, or manufacturers) •3. Is your company a manufacturer or a dealer/distributor? •4. If you are a distributor, for which manufacturers? Are you restricted from adding other manufacturers' product lines •5. Has your company done business with the Government and is your company familiar with Government procurements? •6. What is your business size? •7. Who are your major customers, do you sell to commercial sources? (DOD, GSA, Private Industry)? •8. If you currently deal with the DOD/Military, how does that business come in to your office - through a central purchasing activitiy (e.g. DLA), or directly from the individual military bases or civilian offices? •9. Are you or have you ever been involved with any Long Term Contracts (multi year)? •10. Does your firm have any electronic capabilities, e.g. EC/EDI for ordering, billing payments? Are you able to access DIBBS? If yes, what kind of system do you possess? •11. Would your company be willing to meet at our facility to conduct an informal presentation if necessary? •12. Is your firm registered with the Government's Central Contractor Registration (CCR)? OEM INFORMATION •1. Do you consider these items to be commercial? •2. Does your company sell these items in the commercial marketplace? •3. Does your company have a published catalog for these and other items? Has an Online Catalog? •4. Does your company offer a warranty? •5. Are items that you are interested in manufactured in the US? Is there any foreign content in these items? •6. Are you familiar with the Berry Amendment and its associated source restrictions? •7. Does your company have domestic sources from which it can obtain ALL parts and material needed for manufacturing these items? PRODUCTION INFORMATION •1. What are your manufacturing/distribution capabilities? What is your geographical coverage? •2. What is the typical minimum production or order quantity? •3. Would a ramp up period be needed on any long-term arrangement? If yes, please discuss. •4. Does your company have a surge capacity to meet spikes in demand? •5. Would your company stock any of this material or would all material be produced to order? •6. Can your company accommodate a Surge Requirement in which your company would be required to satisfy the solicitation requirements for emergency situations (i.e. ramp up to meet early requirements)? •7. Has your company ever performed on a contract with Surge Requirements and what contingencies were undertaken in order to meet any possible Surge Requirements? DELIVERY •1. What is your normal delivery time for these items (from date of order to delivery at destination)? •2. What is the normal means of transporting these items? •3. Would your company be able to deliver material to any location in the Continental United States? •4. What parts of the U.S. does your firm deliver to? Do you ship overseas? •5. Do you have your own vehicles to ship or do you use commercial freight lines? How are your shipping charges determined. PRICING •1. Could you offer one standard unit price for an annual estimate quantity? •2. Can your company provide FOB Destination Pricing? •3. If your company is interested in a long-term contract, would you be willing to provide up front pricing for a period up to 2 years? Up to 5 years? One year only? •4.
