Description
Introductory Paragraph This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified small business sources in the following major socio-economic categories; small businesses, small disadvantaged businesses, 8(a) companies, woman-owned small businesses, veteran-owned small businesses, service-disabled, veteran-owned small businesses, and companies located in HUBZones. The North American Industry Classification System (NAICS) code for the proposed acquisition is 541620 and the size standard is $7.0 million dollars. Your responses to the information requested will be used by the Government to determine whether the acquisition may be set aside for small business. Organizations, not considered small business under the applicable NAICS code, should not submit a response to this notice. Background The mission of the Superfund Research Program (SRP) is to support research and training that advances society's scientific and engineering knowledge needed to protect human health and the environment from hazardous substances. The knowledge acquired in the SRP integrates environmental health science, related environmental sciences and engineering disciplines with the goal of improving the nation's public health. The SRP is a university-based research program composed of three independent grant programs: (1) the multi-project research centers (Centers); (2) the individual investigator research grants; and (3) the Small Business Innovative Research/Small Business Technology Transfer Research (SBIR/STTR) grants. The key activities to achieving the SRP goals are; providing scientific leadership through the development of research and training priorities; assessing research outcomes to maximize the impacts of the research investment; fostering innovation that advance the frontiers of science by challenging current scientific paradigms; partnering with the colleagues of other government agencies to ensure the application of research advances and, in general, ensuring that the science emanating from the SRP is being used to its fullest potential. In support of these activities, the SRP has utilized the contract mechanism which has promoted research translation, training, communication, information dissemination and development and maintenance of the SRP data system. This work is currently being performed by a contract with MDB, Inc., Contract no. 273-07-C-0013/CR700013. Purpose and Objectives The purpose of this contract is to communicate and multi-laterally disseminate the science and technology that is developed by the SRP by establishing mechanisms that ensure research outcomes of the three different SRP grant programs are readily available to the Program's diverse stakeholders. As part of achieving this goal, the contractor will also be responsible for the SRP information management and organization as well as support of communication and information technologies. The contractor will be required to create and maintain data information systems that support ready access to programmatic information, enhance the dissemination and communication of research advances in the format most appropriate for the intended audience, promote the use of the science emanating from the program, and provide meeting support for select conferences and workshops. Project Requirements Major activities required include the following: Activity 1: Data capture and organization The contractor shall be responsible for collecting, maintaining, updating and enhancing the SRP data/information storage systems. The contractor will be required to be proficient in the use, of the current databases that reside on NIEHS servers. Specifically, the contractor will need to be proficient in the use of Oracle database management. Activity 2: Communication The Contractor shall be responsible for developing and implementing a communication strategy for the SRP. This strategy, which will be developed in collaboration with the SRP staff and the NIEHS Office of Communication and Public Liaison, will promote internal and external communication of program activities and accomplishments to a variety of stakeholders. Activity 3: Enhancing the Use of SRP Science The contractor shall proactively seek opportunities to ensure that the research advances emanating from the Program are brought to bear on real world issues or, in other words, the contractor shall promote the SRP's goals of research translation by working with SRP staff and SRP grantees to identify opportunities and implement strategies that will foster the use of the science. Activity 4: Meeting Support The contactor shall promote the SRP by assisting in organizing conferences, workshops and virtual meetings of varying sizes and levels of complexity. Other Important Considerations This work requires the contractor be available to meet with SRP staff, at a minimum, on a weekly basis. Anticipated Period of Performance The anticipated period of performance for this requirement is May 20, 2012 through May 19, 2017. Information Sought Interested organizations are required to submit five (5) hard copies of their capability statement, not to exceed fifteen (15) pages in length; not including a standard product brochure that clearly details the ability to perform the aspects of the notice described above and should be tailored to the "Project Requirements" as concise as possible.
