THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This notice is a market research tool used for planning purposes only to determine the availability and capability of Service-Disabled Veteran-Owned Small Businesses, certified HUBZone, certified 8(a) Small Disadvantaged Businesses, and Woman Owned Small Businesses sources prior to issuance of the RFP. Naval Facilities Engineering Command Mid-Atlantic is seeking Service-Disabled Veteran-Owned Small Businesses, certified HUBZone, certified 8(a) Small Disadvantaged Businesses, and Woman Owned Small Businesses with current relevant qualifications, experience, personnel and capability to perform Inspection, Testing, and Maintenance requirements (ITM) of Fire Alarm Systems, Sprinkler Systems and CO2 Fire Suppression Systems within the Naval Complex Newport. However, additional services for sites located within the local area may be added. All Service-Disabled Veteran-Owned Small Businesses (SDVOSB), certified HUBZone, certified 8(a) Small Disadvantaged Businesses and Woman Owned Small Businesses are encouraged to respond. The government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main functions of this notice is to assist the contracting officer in determining whether a 8(a), HUBZone Small Business, Service Disabled Veteran Owned Small Business or Woman Owned Small business Set-aside is an acceptable strategy for this procurement. The work includes, but is not limited to, providing all labor, supervision, management, tools, materials, equipment, transportation and other items necessary to provide Inspection, Testing, and Maintenance requirements (ITM) of Fire Alarm Systems, Sprinkler Systems and CO2 Fire Suppression Systems within the Naval Complex Newport. The work will be accomplished under a combination Firm Fixed Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) Contract. To maintain the systems in good working order, trained and certified technicians will perform all preventative maintenance tasks in accordance with the guidelines issued by the equipment and software manufacture. Sources sought include Service-Disabled Veteran-Owned Small Businesses, certified HUBZone certified 8(a) Small Disadvantaged Businesses, and Woman Owned Small Businesses concerns. The NAICS code is 561621-Security Systems Services (except Locksmiths). The Small Business Size Standard is 12.5 million. Interested vendors should include the following information: company name, address, point of contact, phone number and e-mail address; business size and disadvantaged, 8(a), HUBZone, SDVOSB, WOSB status. Vendors are also invited to provide the following information, paying particular attention to address contracts of similar scope and size; references and record of past performance. All responsible interested sources are encouraged to submit their capabilities in regard to the above no later than close of business January 11, 2012. At a minimum please fill out and submit attached Sources Sought Information Request Form. The contract term will be a base period of one year plus two option periods. The base period of the contract will be the minimum guarantee. If the Government does not award a follow-on contract on time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause.
