Description
The United States Air Force Space and Missile Systems Center (SMC) Military Satellite Communications Systems Directorate intends to issue a sole source, firm fixed price contract to the incumbent LinQuest Corporation, 5140 Goldleaf Circle, Los Angeles CA, 90056-1299. This is a continuation of effort for the Communications Analysis, Systems Integration, and Engineering Services (CASIES) contract, FA8808-06-C-0002. This action ensures there is not a lapse of services until the new enterprise level contract is successfully competed and awarded for the Advanced Extremely High Frequency (AEHF) program, Enhanced Polar System (EPS) program, and the MILSATCOM Chief Engineering (SMC/MCE) group. The work provided by the CASIES contract is System Engineering and System Integration Services (aka SE&I) to the listed MILSATCOM programs/group. The period of performance will be approximately 12 months comprised of a 9-month Basic and 3-month Option beginning 1 April 2012. This contract will be awarded under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2). Only one responsible source and no other sources will satisfy the Agency's requirements because the program office maintains cognizance over the protected Satellite Communications market and no other companies have emerged with the capability to meet these requirements without incurring a significant duplication of costs and unacceptable schedule impact to the program. This action was originally forecasted to be an extension of the current CASIES contract. A separate Notice of Contract Action was posted on FedBizOpps on June 30, 2011 (#11-71). In that notice the Government communicated to the industry its intention to extend the current CASIES contract. It is no longer in the Governments interest to pursue that action. The Government seeks a new Bridge contract to accomplish the same purpose as the previously announced extension. Also, no responses were received in conjunction with the previous announcement (#11-71). This notice is for information and planning purposes only; it does not constitute a Request for Proposal. The Government will not recognize any cost associated with submission of information in response to this or previous notices. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement (not to exceed 15 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 11 point Times New Roman font with 1 inch Top, Bottom and Side Borders)) which shall be considered by the agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within discretion of the Government. In addition, responses from qualified small and small disadvantaged businesses are encouraged. Submit all inquiries or responses to this notice to the Procurement Contracting Officer, Jeffrey W.
