Description
The Army Contracting Command - Rock Island (ACC-RI) located at the Rock Island Arsenal, IL is announcing the US Army Sustainment Command's (ASC) requirement in support of the 2nd Battalion 401st Army Field Support Brigade (2-401st AFSB) located at Camp Arifjan, Kuwait. This is a sources sought notice. No solicitation is being issued at this time. This notice is intended to: 1) provide initial notification of the Government's intent to compete the 2-401st AFSB-Kuwait, Army Prepositioned Stocks (APS-5) requirement and provide general acquisition information; 2) release a draft of the Performance Work Statement (PWS); 3)obtain industry feed-back for potential incorporation into the APS-5 Kuwait acquisition strategy and solicitation; and 4) provide information on how and where the Government intends to post information pertaining to this acquisition. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided by the industry to the Government as a result of this sources sought is voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or Government use of such information. The information obtained from the industry responses to this notice may be used in the development of the acquisition strategy and future requests for proposals. ACC-RI in conjunction with HQ ASC plans to release a Request for Proposal in support of the 2-401st AFSB at Camp Arifjan, Kuwait. This requirement is to receive, repair, maintain, store, prepare for issue and issue the APS-5 in Southwest Asia (SWA); to provide Theater Sustainment Level Maintenance Direct Support (DS), Limited General Support (GS) and selected Depot Level support to APS-5, Theater Provided Equipment (TPE), and Army Materiel Command (AMC) RESET/ Refurbishment maintenance programs in SWA; to receive new equipment from Army Program Managers (PMs) designated as TPE, prepare for issue and then issue to units as TPE based on US Army Central Command (CENTCOM) priorities in support of contingency operations (e.g., Operation New Dawn (OND)/Operation Enduring Freedom (OEF)). The 2-401st AFSB will retrograde designated Class (CL) VII to Contiguous United States (CONUS) locations in accordance with (IAW) disposition instructions from the item managers. This effort may be directed to support other missions involving maintenance, supply and transportation functions. The Government anticipates awarding the contract on a Lowest Price Technically Acceptable (LPTA) basis. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. A hybrid contract will result from this acquisition. This contract will utilize Firm Fixed Price (FFP), Cost and Cost Plus Incentive Fee (CPIF) types of contract line items. The period of performance shall consist of the following: one (1) 12-month base period with two (2) evaluated option periods. In order to ensure the utilization of best practices, maximization of competition, and achievement of cost efficiencies throughout the acquisition process, the Government is conducting the following market research activities: 1. Release of draft Performance Work Statement (PWS)- the Government is releasing a draft PWS with this sources sought notice for industry comment. Industry comments pertaining to the draft PWS shall be submitted via email to usarmy.ria.asc.mbx.aps-5-kuwait@mail.mil. The due date for Government receipt of industry comments pertaining to the draft PWS shall be no later than 2:00pm Central Standard Time (CST), on January 17, 2012. 2. Conduct Market Research - This initial release is not an opportunity for the Government to provide acquisition or program information to the industry, but rather a means for the Government to conduct market research by obtaining industry comments and recommendations on various issues pertaining to the acquisition. The exchanges held during this release will not be recorded nor published subsequently. However, the Government will retain all communications to include pertinent recommendations and comments for incorporation into the Government's Market Research report, the Government's acquisition strategy and draft Request for Proposal as deemed appropriate by the Contracting Officer. A draft RFP will be posted at a future date on FedBizOpps at https://www.fbo.gov and on the Army Sustainment Command's webpage at http://www4.osc.army.mil/padweb/Solicitations.aspx. All industry comments pertaining to the draft PWS shall be submitted in writing via email to the address provided above. 3. As part of the Market Research, the Government requests input on the following topics: a. Whether or not the contractor foresees any potential Organizational Conflict of Interest (OCI) as a prime contractor on the APS-5 program; b. The personnel categories and personnel qualifications contained in the draft PWS (i.e., are they consistent with industry practices/standards); c. The performance standards contained in the draft PWS; d. The Government's proposed used of a hybrid contract; e. The use or non use of oral presentations as part of the proposal and evaluation phase of the acquisition; and f. Any additional industry recommendations to reduce contract bid and proposal costs and/or streamline the acquisition process. g. The Government requests contractors to submit a brief description of their company's business size, business status, anticipated teaming arrangements, and a description of capabilities. Please limit your response to no more than 10 contracts. h. Provide a brief description of the Company's foot print in Kuwait, sponsorship capabilities and licenses to do business in the country in accordance with Kuwait Business Laws. As stated above, all information pertaining to the APS-5 acquisition, related market research activities, and formal Request for Proposals will be posted to Fed BizOpps as they become available. No hard copies of the solicitation documents shall be distributed. To the greatest extent possible, this acquisition shall be paperless. As such, it will be incumbent upon interested parties to periodically monitor FedBizOpps for updated information and documents. Please note that all subsequent synopsis information will be posted to the FedBizOpps website https://www.fbo.gov and on the Army Sustainment Command's webpage at http://www.aschq.army.mil/ac/aaisdus/Sow.aspx.
