Description
ERDC Contracting Office intends to issue an award on a sole source basis under the authority of Far Part 13.106 to BRUKER AXS INC, 5465 E. CHERYL PARKWAY, MADISON, WI 53711-5373. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. The Geotechnical and Structures Laboratory (GSL), Engineering Systems and Materials Division (ESMD), Concrete and Materials Branch (CMB), has a requirement to purchase a QUANTAX CrystAlign 400i Electron Backscatter Diffraction (EBSD) System with e-Flash Detector. The minimum requirements for the system are: a. An EBSD detector capable of acquiring crystallographic information and orientation at a high resolution of greater than 1000 x 1000 pixels. b. Image acquisition speeds greater than 100 pixels per second (Pps). c. Tapered nose design which does not block existing EDX detector. d. In-situ positioning including tilt, insertion, and retraction. e. Computer system capable of handling and analyzing large EBSD datasets (i.e., multi-core processor, at least 4GB of ram, and at least 500GB of storage). f. Software capable of analyzing EBSD datasets which includes support for multi-core and multi-threaded analysis, to fully control all SEM functions for acquiring images, and to automatically analyze EBSD patterns. g. Software must include capability to provide crystallographic orientation maps from EBSD patterns. h. Software must be able to integrate with existing EDX equipment and software to perform coupled chemical and crystallographic analysis.GSB-88 was specified as one asphalt surface treatment to be evaluated at Dover AFB in Dover, Delaware. Asphalt Systems, Inc. is the sole distributor of GSB-88 in the north-eastern region of the United States. This will be a commercial acquisition using simplified acquisition procedures per FAR 12. Interested organizations may submit their capabilities to supply QUANTAX CrystAlign 400i Electron Backscatter Diffraction (EBSD) System in writing to the identified point of contact not later than 12:00 p.m. CST on 9 January 2012. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to adrienne.y.bingham@usace.army.mil with solicitation number referenced in the subject line.
