DESCRIPTION: The National Park Service, Pacific West Regional Office, has identified a requirement to solicit the purchase and delivery of aluminum Catamaran Patrol Boat, extra motor and trailer to be shipped to the National Park of Samoa (NPSA). This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, as supplemented with additional information included in this notice. The solicitation number is P12PC20625. This solicitation and any amendments can be found at the DOI National Business Center (http://ideasec.nbc.gov). This requirement is Full and Open Competition; however the National Park Service encourages the participation of small businesses, disadvantaged and women-owned business firms. The NAICS Code is 336612. The Government intends to award a Firm Fixed Price Contract as a result of this solicitation. The Government reserves the right to cancel this solicitation. REQUIREMENTS: Item #1. CATAMARAN (DUAL HULL) ALUMINIMUM BOAT WITH TWIN OUTBOARD MOTORS. OVERVIEW: The following describes a welded aluminum catamaran style vessel to be used as a general purpose work and patrol boat, capable of safely transiting up to 14 miles of open ocean in the South Pacific, in waves up to eight feet, and winds of up to 20 mph. The duties include such jobs as the carriage of government personnel and partners, transporting equipment, and research diving. The boat's design and construction (hull, machinery, and electrical systems) shall comply with U.S. Coast Guard (USCG) and American Boat and Yacht Council (ABYC) standards where applicable. Detailed vessel drawings must be submitted to NPS for approval prior to construction. Boat is to be delivered as a complete turn-key unit ready for service. GENERAL SPECIFICATIONS:1.Hull Length: 26-30 feet2.Length Overall: 28-32 feet3.Beam: 10-12 feet4.Draft: 24" maximum (with outboards raised), 36" maximum (with outboards lowered)5.Person and Cargo Capacity: 3,000 lbs6.Engines: Twin Evinrude E-Tec 2 Stroke outboards; 250 - 400 HP total7.Cruising Speed: 26-30 knots @ 70% of max rated RPM8.Fuel Capacity: Two (2) 50 gallon tanks built into the hull9.Range: 60+ Nautical Miles10.Three sided wheelhouse, open in back11.Bottom Plating: inch 5086-H11612.Side Plating: inch 5086-H11613.Deck Plating: 3/16 inch 5052-H32 HULL DESIGN & OUTFITTING:1.Hull package incorporating offshore sheer line and transom layout for twin 30" shaft outboard motors.2.The hull shall incorporate approximately 5" wide gunnels, from transom to bow.3.The hull shall incorporate at least two watertight bulkheads, forming three or more individually sealed buoyancy compartments.4.The transom angle shall be set between 102 and 104 degrees off baseline for proper outboard trim.5.An integrated motor well shall be installed forward of the transom.6.The motor well shall be self-bailing via two 2.5" pipe drains running out through transom. Drains shall be equipped with rubber flappers to divert water from entering slop well when operating the boat in reverse.7.Two or more Baier or equivalent watertight deck hatches approximately 15" x 24"shall be installed forward of the cabin.8.A " aluminum double pad eye shall be welded on centerline of the bow.9.The main deck shall be self-bailing via two 3" drain pipes in the stern, six or more 2" x 6" open scuppers at mid-ship, and two 1" pipe drains at the bow. Drains and scuppers shall be sized and installed in accordance with ABYC deck drainage requirements. 10.1 " pipe safety railings shall be installed 36" above main deck from stern to mid-ship.11.Six 10" welded aluminum cleats shall be installed (three per side).12.Two corrosion anodes shall be installed on a bracket welded to the transom (one port, one starboard).13." x 4" beaching wear plates shall be installed on the bow forefoot. 14.Port and/or starboard swim steps installed on transom with non-skid coating.15.Three 8" or larger round Baier type watertight deck hatches shall be installed aft of the main cabin.16.3" D rub-rail fender shall be installed on the port and starboard gunnels; bow to stern. 17.One removable rotational Davit system with 500lbs weight capacity18.Four recessed deck rings on aft deck (for cargo mounting) WELDING: 1.The hull and superstructure shall be constructed of marine grade aluminum and MIG welded throughout. 2.All weld seams in the hull shall be welded 100%, both interior and exterior.3.All welding shall be performed in accordance with American Welding Society D1.2-2003 procedure qualifications. TOWING EQUIPMENT:1.A removable 4" Schedule 80 pipe tow post shall be installed aft on centerline complete with 1" stainless steel crucifix pin.2.2" pipe tow line guide / motor guide shall be installed to protect the motors. DIVE OUTFITTING:1. The vessel will be outfitted with one dive door mounted aft of the cabin. The dive door will hinge inboard and forward allowing for a removable dive ladder to be used. Two T-type or Christmas tree design ladders supplied.2.The cargo deck will be outfitted with dive bottle adjustable storage racks fitted to eight bottles total. 3.The vessel will be outfitted with a removable mast light which exhibits three all-round lights in a vertical pattern exhibiting a red-white-red pattern as mandated by USCG Navigation Rule 27. FUEL SYSTEM:1.Dual 50 gallon non-integral gasoline fuel tanks installed below deck (100 gallons, total). Tanks to be built using 44" 5020 aluminum plate with radius bent welded corners; pressure tested and bolted into sections with doublers and stainless steel fasteners. 2.12V 140 CFM bilge blower installed in fuel compartment with 1.25" vent forward. 3.Fuel system to be installed with a fuel level gauge for each tank mounted on console, equipped with on/off valves for each tank, and incorporate one gasoline fuel filter for each outboard. Fuel filters shall be easily accessible. Vessel shall come with one (1) case of fuel-water separator/filters. 4.Fuel tank access built with lockable covers. 3-SIDED T-TOP CABIN1.A minimum 60" wide x 36" long x 80" tall walk-around open wheelhouse shall be installed, per design. Cabin will be built with.190" and.160" aluminum plating and framed with 1.5" box tube.2.Cabin shall be installed to provide a minimum of 36" cockpit space behind the cabin.3.Windows shall be installed to provide 360 degree visibility. Windows shall be Diamond Seaglaze anodized aluminum framed windows or equivalent with " clear tempered safety glass. 4.Forward or aft leaning windshield shall have two fixed windows installed. Port and starboard sides shall incorporate one window on each side.5.Cabin shall include 1" pipe roof railings, 1" pipe vertical grab rails on fwd and aft exterior corners. 6.Wheelhouse shall have a 48" - 60" wide aluminum control console with storage lockers below, one port and one starboard.7.The control console and co-pilot console shall have lockable aluminum access hatches installed. 8.A fixed full width overhead radio bar shall be installed above console. 9.Roof shall incorporate a minimum 8" forward eyebrow. 10.Roof shall overhang the wheelhouse a minimum of 12" on each side, and 36" to the rear (total length of roof shall be 80" including 8" forward eyebrow). 11.Removable soft clear plastic and canvas weather protection shall be provided around open part of cabin, capable of keeping rain outside the cabin when operating @ 20 knots. SEATING:1.One 37 inch leaning pedestal /seat placed at helm control station, for crew seating.2.Seating aft of the main cabin for 6 passengers. Aft seating shall incorporate under seat storage. Passenger seating to be if possible. All seating complete with upholstered cushion seats. 3.Total seating on vessel 6 passengers and 2 crew ELECTRICAL SYSTEM:1.The vessel's electrical system shall be 12V DC2.All electrical cable shall be marine grade tinned copper wire and labeled for each circuit.3.Cables should be routed in wire ways whenever possible. Whenever exposed to potential damage, cables shall be protected with rubber.4.Electrical cable shall be sized in accordance with ABYC standards. 5.All electrical cables shall be marked in accordance with markings in electrical drawings.6.All electrical switches shall be heavy-duty type marine toggles, properly insulated.7.The electrical system shall be grounded. In any case the hull shall not be used as part of a galvanic feeding loop. BATTERIES:1.Two Group 31 AGM marine batteries shall be installed complete with a four-position battery switch. The four-position battery switch shall be installed to draw power from either battery, or both, or off. The battery switches shall be within easy access in the aft rigging locker2.One Group 31 AGM marine battery with two position battery switch, wired direct into the 60amp battery charger and 110VAC inverter to provide house services3.All batteries to be installed in plastic battery boxes in the aft rigging locker and secured with straps. 12V DC ELECTRICAL ACCESSORIES:1.One 8+ position circuit breaker panel shall be installed on the console.2.LED navigation lights installed to meet USCG requirements with hinged or removable anchor light mast. 3.Four or more 2000 GPH bilge pumps installed with auto/manual float switches.4.Two 12V self-parking wipers installed on windshield.5.Trumpet horn with air compressor and momentary push button on dash.6.ICOM VHF marine band radio with mounted 8 foot minimum whip antenna, and loudhailer function, fitted with outside loudhailer speaker. 7.Commercial grade combination GPS & depth finder (fathometer) mounted transducer and GPS antenna mounted exterior topside of the cabin Garmin product name brand (such as GPSMAPs 740 preferred), to be standardized with existing NPSA boat electronics(to be submitted and approved by NPS).8.Two 12V red/white dome lights shall be installed in overhead of the T-Top.9.Two 12V power receptacles, with hinged covers, shall be installed on the console.10.Five halogen flood lights shall be installed on the cabin roof (port, stbd, fwd, 2 aft). Each floodlight shall have independent toggle switches (aft lights switched together). Aft exterior Halogen flood light installed to illuminate the aft working deck.11.One adjustable forward spot light.12.Bennet or equivalent 9" x 18" trim tabs installed complete with rocker switch on console. 13.12VDC to 110VAC inverter (600 watt minimum) with one double standard 110VAC outlet shall be installed in console.14.Mounted solar battery charger with trickle charge capabilities.15.Shore power plug and transformer installation.16.Shore power cord 30amp, 25' 125V molded shore power cord.17.Battery Charger 60amp with trickle charge capabilities. PROPULSION:1.Twin Evinrude E-Tec 30" shaft two stroke standard rotating outboards complete with multifunctional digital gauge package, fuel management system, single station mechanical controls, dual key switch panel, power trim and tilt, harnesses and stainless steel propos. Of a rated horsepower sufficient to efficiently power the vessel at a cruising speed of (less than 70% of rated top RPM) of 26 knots with 2,000 pounds of persons and/or cargo aboard. 2.Motors shall be installed complete with Teleflex SeaStar or equivalent hydraulic steering. Includes installation of helm, front mount cylinder, and tie bar kit. PAINT: 1.Commercial grade anti-fouling bottom paint system applied to 4" above waterline with compatible 2 part epoxy barrier coat. 2.Grey non-skid deck coating applied to main deck, and T-Top roof.3.T-Top interior components painted speckle gray.4.Topside of hull and exterior of cabin to remain bare aluminum finish.5.Two boat identifier stencils (one port side, one starboard side) to say "National Park Service" painted vertically centered above the waterline in NPS green color and reflective. 4" striping from the front to the back down each side, also in NPS green and reflective. (Verify paint scheme with NPS in advance). SAFETY EQUIPMENT:1.One (1) ABC rated 10 lb fire extinguisher with mounting bracket. 2.One (1) Life ring with 50' line installed on mounting bracket.3.One (1) EPIRB with Auto Release housing TESTING AND DOCUMENTATION:1.Vessel shall be weighed by certified scales and documented by builder. 2.Vessel shall undergo sea-trials prior to shipping. Builder shall perform speed, maneuvers, backing, beaching, and endurance trials, with one or more National Park Service representatives on board. 3.Sea-trial tests shall be recorded and documented by the builder and shall be delivered with the craft.4.One Operation and Maintenance Manual shall be supplied with the craft, plus scanned and provided electronically. Includes OEM technical literature for all supplied equipment, operator/safety instructions, as-built boat drawings, electoral system drawings, and certified scale weight. Item #2. SPARE MOTOR. A third Evinrude E-Tec outboard motor, identical in model and horsepower to the two mounted on the boat, for the purposes of maintenance and repair swap-out. With all connections and accessories necessary to swap out with currently installed motor. Item #3. ROLL-ON ALUMINUM TRAILER. Commercial grade low profile boat trailer customized to fit above boat (Item #1). Designed to hold boat as low as possible above the axle, to assist in launching and retrieving in shallow water. Roll-on/off rollers. Sealed wheel bearings to prevent saltwater intrusion / corrosion. All lights to be sealed LEDs, with corrosion resistant fittings. Trailer to be outfitted with a 5000lbs power winch and a reserve pedestal mounted two speed manual trailer winch with brake. Item #4. SHIPPING: Vendor needs to research and bid on the total costs for preparing, handling and shipping the boat, trailer, and spare motor from the fabrication facility to the port of Pago Pago on the island of Tuituila, in American Samoa, USA. The boat, trailer, and motor shall be shrink wrapped and/or otherwise weatherproofed to the extent possible, to prevent damage, water infiltration, or weather exposure during shipping.
