- Draft CMa RFP - Cannon Invitation to Review Draft Solicitation- Construction Manager as Agent: The Architect of the Capitol (AOC) is seeking construction industry comments and questions from construction manager (as constructor and as agent) viewpoints, regarding the attached Request for Proposal for the Cannon House Office Building (CHOB) Renewal Project. The AOC is seeking candid remarks that often are considered in discussions over a Federal RFP, but not voiced to the agency. Now is your opportunity to make your thoughts known without concern that it may affect your proposal. We look forward to your participation. The closing date for remarks and comments is Close of Business, January 13, 2012. Prospective offerors are encouraged to submit questions to Tom Gard: tgard@aoc.gov. We anticipate the final solicitation will follow within ten days thereafter. Topics an offeror may consider follow: • Is the Section C (Scope of Work) sufficient for a firm fixed price proposal? If not, why not? • Are the bonus provision and its terms sufficient to compel the project team members to collaborate? • Are there any administrative processes that are insufficiently described or too onerous? • Are there any services included in the Section C that are not needed? Excluded that are recommended? • Are sections L and M indicative of the strengths needed to perform this project? Suggestions for major re-writes will be as welcome as pointing out minor contradictions. Positive feedback is as welcome as constructive criticism. Please address your comments as a peer and partner in the industry seeking to collaboratively come to an integrated contract document, rather than a traditional client-contractor communication. Comments will be acknowledged, but used only for internal re-drafting of the solicitation document.
