- The Environmental Protection Agency (EPA) requires a lifelike oil canvas portrait of the EPA's Administrator, Lisa Jackson. This portrait will be displayed in the Ariel Rios Building, Great Hall with the other portraits of the EPA's Former Administrators. SPECIFICATIONS:?The contractor shall be able to paint from live sittings and photographs;?The contractor shall frame the oil canvas portrait in a custom made gold leaf frame (similar to the others)?The live portrait sittings shall be painted in a location convenient to the subject;?The contractor shall conduct a one on one interview with the subject;?The portrait must capture the essence of the subject;?The portrait shall exhibit vibrant likeness, while still capturing the personality of the subject;?The portrait shall be ? body length;?The portrait must begin in January 2012 and be completed no later than September 1, 2012The contractor shall discuss with the EPA Project Officer and the EPA selected point-of-contact, details of implementation of this project. The Project Officer will furnish the contractor, the subjects name, pertinent telephone numbers and/or point of contact. The contractor shall notify the subject or representative to coordinate the availability of their schedules. If the contractor experiences difficulty in scheduling, the contractor shall notify the Project Officer via-email and telephone immediately. When the contractor anticipates a live sitting, the contractor shall meet with the subject on two (2) occasions, for approximately three (3) hours each sitting. The contractor shall notify the Project Officer immediately of any impediments encountered. The contractor shall contact the project officer periodically with updates and progress made via e-mail. The contractor shall also submit pictures of the portraits progress to the subject and the project officer. When completed the contractor shall deliver the portrait to the project officer, after acceptance is noted from the subject and the project officer. This is a best-value procurement. The Government may or may not award to the low price quotation. The Government will utilize the evaluation criteria identified below.1. Technical Capability and Technical Expertise ? The Government will evaluate each offeror?s technical approach and level of knowledge demonstrated, including an understanding of the requirement. The contractor shall provide a capabilities statement demonstrating their companies ability to perform all tasks contained in the Statement of Work. 2. Experience with Similar Work ? The Government will evaluate each offeror?s experience performing projects of a similar size, scope and complexity. 3.Cost/Price -- The Government will evaluate the total expecting cost of performing this work. This is a best-value procurement and the Government may or may not award to the lowest price quotation. 4.Past Performance ? The Government will evaluate each vendor?s past performance of federal government projects of similar size and scope based upon customer satisfaction with the services provided on past or current projects. If no federal project exists, cite projects similar in size and scope based upon the requirements in this SOW. Offerors shall submit a listing and brief description of projects (one page for each project). In addition to considering past performance information provided in the offeror?s submission, past performance evaluations may also be based on the offeror?s supplied references, information obtained through federal performance tracking databases, and other information obtained by the Government from other sources. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror shall not be evaluated favorably or unfavorably on past performance. The offeror shall receive a neutral past performance evaluation. SUBMISSION INSTRUCTIONSOfferors shall submit a detailed project plan ? excluding cover pages, pricing, appendices, resumes, org. charts, etc), describing the Offeror's ability to satisfy the Government's requirement, as set forth in the Statement of Work, including the labor classifications/technical expertise to accomplish each section of the Statement of Work.Questions about the technical or contractual details of this procurement must be submitted in writing via email to croan.michelle@epa.gov. No telephone inquiries will be accepted. Answers to questions will be provided as an amendment to the RFQ and issued to all vendors. Each offeror shall submit (1) one quote to Michelle Croan, Contracting Officer, at croan.michelle@epa.gov. All quotes should be submitted NO LATER THAN 12:00pm Eastern Time on Friday, Jan 13, 2011. Copies of submissions shall be submitted via email in Portable Document File (PDF) format using the factors listed under Evaluation factors. Delivery of email messages larger than 10 MB (e.g. message + attachment) may be delayed until the next business day. Messages larger than 10 MB should be sent in separate emails, each smaller than 10 MB. The EPA also does not accept messages with attachments in compressed format (e.g. zip, rar). Each volume, as described below, shall be saved as its own PDF and labeled accordingly. Offerors are responsible for submitting quotes to the Government by the time specified in the solicitation. Late responses, received after the due date/time, will not be considered for award. It is the offerors responsibility to ensure that all documents and quotes are received by the due date and time listed above.
