Description
This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The RFQ number is R12PS34021. This announcement constitutes the only RFQ; quotations are being requested and a written RFQ will not be issued. The Bureau of Reclamation, Yuma Area Office has a requirement to purchase an electric winch assembly. This requirement is a small business set-aside; however, large businesses are encouraged to submit quotes in the event that small business quotes are determined to be not technically acceptable. The associated North American Industry Classification System code for this RFQ is 333923; "Overhead Traveling Crane, Hoist, and Monorail System Manufacturing," and the Small Business Size Standard is 500. Quotations shall include, proposed delivery in days, pricing for items with shipping included in unit price (F.O.B. Destination) and the company's DUNS Number and items listed under Offeror Required Information. All responsible sources may submit a quote, which if timely received, shall be considered by this agency. The Offeror shall furnish and deliver an electric winch assembly per the following specifications listed below: SPECIFICATIONS1. Line to spool a minimum of 20 feet of 3/4 inch 316 stainless steel wire rope plus an additional two wraps rope on drum. Provide the wire rope with winch. End of wire rope shall be attached to a 316 stainless steel open swage socket. The swage socket-rope connection shall be load tested prior to winding onto winch; 2. Rated for pulling; 3. Spring applied, electrical release brakes rated for full load, totally enclosed fan cooled (TEFC) severe duty break motor. Provide safety factor with quote; 4. Fully sealed gears and bearings in oil bath; Gears designed for continuous duty cycle (provide description of type of gears used); 5. Bearing except those subject to a small rocker motion shall be anti-friction type. Provide a method of lubrication for bearings not considered to be lifetime lubricated by the manufacturer; 6. Outdoor service type wash down duty; 7. Load rated for a minimum of 22,000 pounds; 8. Bolt down base (to be bolted to steel plate by others); 9. Travel limiting adjustable; 10. Power: 240V, 3 phase; Controls: Two-Button, Low-Voltage Pendant, NEMA 4X; Speed: Approximately 3-5 feet per minute; 11. In the vertical plane line will vary from 50 degrees down from the horizontal to almost horizontal; 12. The horizontal plane point of pull must be constant - a line spooler is required; 13. Drum grooving required; Single line; 14. Standard cataloged product of an organization regularly engaged in the manufacture of winches and hoists and shall essentially duplicate other products previously provided to other locations, and 15. The ratio of diameter of drum to rope diameter shall be 16 or larger. This ratio may be met by providing additional wraps of wire rope on the drum to allow the "working" wire rope achieving the ratio. OFFEROR REQUIRED INFORMATIONOfferor shall provide submittals and cut sheets along with their quote, and provide warranty length (minimum one year). Offers with a warranty length exceeding the minimum will receive a higher rating. Notice: Award will be made to the lowest priced technically acceptable offeror. All items shall be delivered within four (4) weeks after receipt of order; delivery shall be FOB Destination to: Bureau of Reclamation, Attention: Warehouse, 7301 Calle Agua Salada, Yuma, AZ 85364. This RFQ incorporates provisions and clauses in effect through FAC 2005-54. It is the responsibility of the Offeror to be familiar with the applicable clauses and provisions. The following FAR provisions and clauses apply to this RFQ and are incorporated by reference, with the same force and effect as if they were given in full text. The following Provisions will apply: FAR 52.212-1, Instructions to Offerors, Commercial Items (June 2008) incorporated by reference, 52.212-3 Offeror Representations and Certifications - Commercial Items (May 2011). Offeror shall include a completed copy of this provision with its offer or be registered at www.ORCA.bpn.gov. After reviewing the ORCA database information, the offeror certifies by submission of its quote that the representation and certifications currently posted electronically with regard to FAR 52.212-3, Offeror Representations and Certifications Commercial Items have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this RFQ), as of the date of its quote. Offerors wishing to incorporate their representation and certifications in the ORCA database into their quote by reference shall affirmatively state their desire to do so. CLAUSE IN FULL TEXT 52.212-02 EVALUATION - COMMERCIAL ITEMS JAN 1999 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1: Technical specification complianceFactor 2: Price Technical specification compliance is more important than price. Offerors will meet the technical criteria by providing a quote that meets the requirement as specified in the Specifications. Offerors are reminded that effective October 1, 2003, prospective vendors must be registered in the Central Contractor Registration (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. The following information is required to register: (1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN); (2) DUNS or CAGE Code; (3) Telephone Number; (4) E-mail addresses. Those registering are responsible for the accuracy of the information. All notification of changes to this solicitation shall be made through the Internet. Therefore, Offerors who have registered are required to review Federal Business Opportunities, www.fbo.gov; for any posted changes to the RFQ.
