Description

I. Introduction: This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will NOT be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for Data Quality Program Services. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLCITATION. II. Background: The Data Quality Program within the Health Information Governance (HIG) is responsible for the quality of the health information within VHA and encompasses activities related to identity management for healthcare, business products (business requirements definition, analysis and profiling), data management principles and practices, data stewardship and other areas related to data quality. The VHA Data Quality Program oversees these program components: Business Product Management "Ensures that business stakeholder data quality requirements are identified and communicated through appropriate processes. "Reviews, monitors, and resolves data quality issues. "Performs data quality analysis on existing VHA administrative and healthcare data. Clinical Data Quality Coordination "Develops clinical data quality guidance and operating policies for VHA. " Establishes and maintains mechanisms to identify resolve and monitor clinical data quality opportunities. Data Stewardship "Establishes and formalizes accountability for the characteristics and management of VHA data. "Ensures business stakeholders fully participate in decision-making regarding data essential to them. Healthcare Identity Management "Responsible for integrity of patient identity data and the longitudinal health record within Master Veteran/ Patient Index (MVI/MPI). "Provides subject matter expertise to VHA site personnel (for example) and is the primary liaison with the MVI/MPI. III. Requirements: Provide all labor, supervision and all other resources required to deliver professional services, project management, healthcare analysis and profiling, data management and data governance practices for healthcare and business intelligence, communications and data stewardship. The contractor shall provide technical services for analysis, review and reporting relating to the Health Information Governance (HIG) Data Quality Program. The contractor shall perform specific tasks to include: data analysis, including data profiling, meta-data cataloging, research and other activities in support of data management and business intelligence efforts within the HIG Data Quality Program ; provide summaries and/or meeting minutes from VA health data consortiums, data management meetings and additional business intelligence forums and meetings; develop awareness campaigns and newsletters as part of an overarching communication plan that educates employees with new VA Health Data Quality Program requirements, activities and standards. Technical Services - The contractor shall gather, conduct interviews with HIG Data Quality and other VA and VHA stakeholders, document findings complete with contractor recommendations to review the Fiscal Year (FY) 2012 Data Quality Strategic Plan, FY 2012 Business Plan, and provide recommendations, updates and lessons learned over Fiscal Year 2012. The contractor shall develop the FY 2012 Data Quality Strategic Plan and FY 2012 Business Plan. The contractor shall also provide Data Quality Program Monthly Reports, Deliverable and Resource Schedules, and related briefings and/or White Papers. Data Stewardship Services - The contractor shall provide data stewardship support services to include but not limited to: data analysis, data profiling, meta-data cataloging and the gathering of artifacts; gathering, development, and documentation of requirements for the program. Communications Support - The contractor shall perform support services to include but not limited to: attend nationwide data consortiums, business intelligence forums and data management meetings, develop meeting summaries and disseminate captured information; develop, manage, and distribute a monthly newsletter; and develop an awareness campaign. V. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum that addresses the above information. The Government will not review any other data, attachments that are in excess to the 15 pages. In response to this Sources Sought, interested contractors shall submit the following information no later than Wednesday January 4, 2012 by 5:00 PM EST to Michael S. Raynack via email at Michael.Raynack@va.gov. Provide the following information: A.Company Name and Address B.Company point of contact, telephone, and email address. C.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository? D.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS. E.Capabilities / Qualifications: Provide a written description of the capabilities/qualifications/skills your company possesses to perform services described in this Sources Sought. F.Past Experience - Provide the following information on a maximum of three similar projects completed within the last three years for which the responder was a prime or subcontractor. 1.The name, address, and value of each project 2.The Prime Contract Type, Firm Fixed-Price, or Time and Material 3.The name, telephone and address of the owner of each project 4.A description of each project, including difficulties and successes 5.Your company's role and services provided for each project.
