Description
I. Introduction: This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will NOT be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for a Blanket Purchase Agreement that provides General Standards Internal/External Collaboration for Interoperability Services, at this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLCITATION. II. Background: The Standards & Interoperability Office General Standards Team provides subject matter expertise, policy expertise and strategic guidance concerning standards implementation in VHA information technology (IT) systems. General Standards covers the continuum from the development of standards with Federal and private sector standards development organizations (SDO) and standards related organizations (SRO) through communicating clear requirements and tracking of the implementation of standards within VHA and other Federal partners. III. Requirements: Technical Objective 1 - Community Architecture Support: Technical Objective 1.1: Attend VA/DoD Health Architecture Interagency Group (HAIG) and the Federal Health Integration Architecture (FHIA) joint work group meetings. Document all meetings attended. The contractor shall contribute to white papers, reports and other documents published by the joint work groups. Technical Objective 1.2: Provide technical expertise in support of joint architecture work between the VA and other government agencies, which include at a minimum, the Department of Defense (DoD), the Department of Health and Human Services (especially the Indian Health Service and Federal Health Architecture) and Kaiser Permanente. Performance Goals: 1.1: White Papers, reports and other documents 1.2: Documentation of all meetings attended Technical Objective 2 - Standards Architecture Coordination/Collaboration: Technical Objective 2.1 - Support knowledge transfer to OI&T and other VA Offices and Teams: Provide technical expertise to VA offices and teams on how to integrate standards information, models and processes into current and planned activities, especially OI&T software development activities and processes. Document all observations, investigations of potential alternatives and analysis provided to OI&T and other VA Offices and Teams. Technical Objective 2.2 -Standards Architecture Collaboration with Other VA Offices and Project Teams): In coordination with OI&T staff, VISNs and other stakeholders (e.g. Health Data Repository, Administrative Data Repository, Clinical/Health Data Repository (CHDR), Bi-directional Health Information Exchange (BHIE), provide standards architecture analyses on existing standards and standards under development. Technical Objective 2.3 - Educational Materials and Training Sessions: Provide educational materials and training sessions to VA Offices and Project Teams in the areas of existing and developing health care information technology standards. Document all training sessions. Technical Objective 2.4 -Standards Architecture Requirements: Provide technical expertise in order to develop requirements and provide analyses concerning the standards that OI&T will need to implement in VHA software and systems, including, at a minimum, Service Oriented Architecture (SOA) standards. Technical Objective 2.5 - Support standards information sharing and communication initiatives: Provide content to the S&CA web page, and other communications channels such as briefings, reports, and presentations. The contractor shall coordinate the development of methods of sharing information that support standards implementation and use. Performance Goals: 2.1: Documentation of all observations, analyses and investigations of potential alternatives provided under this objective. 2.2: Educational materials and documentation of training sessions. 2.3: Web page content, to include briefings, reports and presentations. Technical Objective 3 - Standards Modeling: Technical Objective 3.1 - Modeling Production: Manage the production of VHA models in support of standards work and coordinate S&CA and VHA OI participation in the production of the models. The contractor shall use unified modeling language (UML) to produce the models that support the generation and implementation of extensible mark-up language (XML) templates. Technical Objective 3.2 - Model Generation: Develop the models using an iterative process producing successive versions. Work with S&CA team members and customers to develop, document and maintain the contents of the models. Technical Objective 3.3 - UML Modeling Tooling Support: Provide technical support for tools that support UML modeling initiatives in VHA. The contractor shall work with the S&CA team to establish and support tools and processes for users to request information regarding the standards related models developed for VHA and to provide updates to the information. Post the information to the VHA website and Groove collaboration site. Performance Goals: 3.1: UML models to support standards efforts 3.2: Technical support tools and processes for users to request information about the standards related models 7. Reporting Requirements: Submit monthly progress reports addressing the status of all active efforts. The official reporting for order compliance shall be these monthly reports due on the fifth business day of each month. The reports will cover progress made for the prior month. At the conclusion of each task the contractor shall provide a written memo documenting task completion. The monthly progress report shall also identify any problems that may have arisen and an explanation of how each problem was resolved, or where not resolved, a plan for how the problem will be resolved. The contractor shall take minutes of all formal conference calls and/or meetings held with the Project Manager. Copies of these minutes shall be attached to the next meeting monthly progress report. Monthly progress reports shall contain, but are not limited to, the following: i.Status summary ii.Change request status (new, open, closed since last report) iii.Issue states (new, open, closed since last report) iv.Schedule status v.Minutes of status meetings V. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum that addresses the above information. The Government will not review any other data, attachments that are in excess to the 15 pages. In response to this Sources Sought, interested contractors shall submit the following information no later than Thursday, January 5, 2012 by 5:00 PM EST to Michael Raynack via email at Michael.Raynack@va.gov. Provide the following information: A.Company Name and Address B.Company point of contact, telephone, and email address. C.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository? D.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS. E.Capabilities / Qualifications: Provide a written description of the capabilities/qualifications/skills your company possesses to perform services described in this Sources Sought. F.Past Experience - Provide the following information on a maximum of three similar projects completed within the last three years for which the responder was a prime or subcontractor. 1.The name, address, and value of each project 2.The Prime Contract Type, Firm Fixed-Price, or Time and Material 3.The name, telephone and address of the owner of each project 4.A description of each project, including difficulties and successes 5.Your company's role and services provided for each project.
