- The Army Contracting Command- New Jersey, at Picatinny Arsenal, NJ is conducting market research to identify potential sources to provide the following support services to the Systems Engineering Directorate: Training Gap analysis of existing training material Train-the-Trainer The Systems Engineering Directorate is looking for both a tailored training solution to teach Requirements Elicitation to meet ARDECs needs, as well as a peer review of the existing Systems Engineering (SE) curriculum. Development of the training material, along with a Train-the-Trainer of the material will be necessary. The peer review of the current material will help SED to improve their existing SE training capability to ultimately help ARDEC employees better understand how to perform Systems Engineering on their projects to reduce costs, meet schedules and increase performance of their products. Although the elicitation of requirements is an absolute necessity to a Systems Engineer, it will also be crucial to any Integrated Project Team (IPT) member with collecting the correct data from stakeholders. Interested sources must have knowledge and experience in the elicitation of requirements and experience in training/instructing. The trainer for the Train-the-Trainer package will have knowledge of how to provide guidance to develop a trainee into a trainer. The objective is to ensure the trainee can bring the material alive in a way that facilitates optimum knowledge transfer when they become the in-house trainer for ARDEC employees. Interested sources should provide a brief description of information relative to knowledge/abilities to provide the technical support sought, and provide a point of contact for questions. The North American Industrial Classification System (NAICS) code for this effort is 541330. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration video and provide information of previous experience related to this type of work.
