- The U.S. Department of Labor, Mine Safety & Health Administration, is searching for a contractor who can provide a radon counting instrumentation system for the calibration of Metal/Non-Metal radon instruments. MSHA's Pittsburgh Health & Safety Technology Center (PHSTC) calibrates all the Ludlum Model 2000 instruments from all the Metal/Non-metal Mine district offices twice annually. The biannual calibration of the Ludlum Model 2000 is essential for the agency. Without this calibration, MSHA cannot perform mine inspection activities related to radon exposures. The instrument system consists of two parts: the Scaler/Ratemeter and a Radon Flask Counter along with calibration sources. The Scaler/Ratemeter must have these specifications: • Scaler/Ratemeter must be a Ludlum Model 2200 scaler/counter or equivalent • Scaler Accuracy: within 2% of reference value • Input Sensitivity: voltage-sensitive for use with all types of detectors - proportional, GM, scintillator • High Voltage: adjustable with a 10-turn control from 200-2500 V; supports 60 megohm scintillation loads to 1500 V • Timer Accuracy: time base for the scaler is crystal-controlled and has a timer accuracy of ±0.2% of the thumbswitch setting • Time: time base is normally in minutes from 0-999 with multiples of X0.1 and X1 • Response Time: in fast position, 4 seconds; in slow position, 22 seconds, for 10-90% of full-scale deflection • Most be capable of operating on battery or A/C power • Line Power: 95-250 VAC, 50-60 Hz single phase • Batteries: four "D" cells • Input Connection: series "C" coaxial connector • Two coaxial cables that connect the radon flask detector to the scaler/ratemeter • Scaler: a six-digit, LED readout • Ratemeter: four-decade, linear ratemeter with ranges of 0-500; 0-5000; 0- 50,000; and 0-500,000 cpm (counts per minute); 6.4 cm (2.5 in.) scale panel • Meter; separate scales for battery check and high-voltage readout • Instrument must contain an adjustable Window knob • Instrument must contain an adjustable Threshold knob • Instrument must contain an adjustable High Voltage knob • Instrument must contain an adjustable Discrimination knob • Window control must be able to switch on and off The Radon Flask Detector must have these specifications: • Radon Flask must be a Ludlum Model 182 Flask detector or equivalent • Photomultiplier Tube (PMT): 5.1 cm (2 in.) diameter, 14-pin 10-stage dynode string • Operating Range: 400-1250 V • Connector: standard Series C • Dynode String Resistance: 60 megohm • Capable of reading a 25 mm glass fiber filter Calibration sources • Three thorium or americium sources that emit low, medium, and high levels of alpha particles The chosen provider will be expected to deliver a scaler/counter and radon flask detector must act as one unit. This system must be stable and have minimal drift and baseline noise. This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Quotes or award a contract. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted. Sources responding to this Sources Sought Notice must submit the minimum information necessary for the government to make a determination that the source is capable of satisfying the requirements. The response must be specific to the criteria listed above to demonstrate that the respondent is capable. The submission shall not exceed 8 pages. All interested parties are invited to submit a capabilities statement to Deborah Worrells, Contracting Officer, Mine Safety & Health Administration, 1301 Airport Road, Beaver, West Virginia 25813. Responses are due by December 27, 2011 by 3:00 p.m. EST. Electronic copies of capability statements are preferred and may be e-mailed to Worrells.Deborah@dol.gov. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
