- Description: The Department of the Interior, National Business Center, Acquisition Services Directorate- Herndon intends to solicit and negotiate under the authority of FAR 6.302-1, Only One Responsible Source, ARINC Engineering Services, to award a sole source follow-on IDIQ contract for the U.S. Army Next Generation Wireless Communications (NGWC) for Logistics Application Project to continue the development, testing and certification of the NGWC mesh network protocol. In the initial, competitively awarded NGWC IDIQ contract, the U.S. Army Logistics Innovation Agency (LIA), conducted market and technical analysis and determined that mobile, adhoc mesh networking technology would be the initial focus for a multi-phased technical development and integration effort to deploy advanced automatic identification technology (AIT) for military use. Further, after the initial task order, LIA determined that they would have to design and develop a new protocol in order to meet the technical, functional, and security requirements identified by the Army/DoD. The remainder of the IDIQ effort focused largely on developing the adhoc mobile mesh network protocol and conducting testing and demonstrations of the capability in various laboratory and real-world settings. The NGWC mesh protocol was designed specifically by Army/DoD to support continuous asset visibility globally across all military business processes. It was also designed to be Information Assurance compliant so that the end-state capability will operate within the Army/DoD internet environment without risk to the network. The Army Materiel Command (AMC) has deployed the current version of the mesh network technology in Kuwait to provide continuous visibility of equipment being processed out of Iraq in support of the Presidential mandate to retrograde during the Drawdown and Reset. Started as a proof of principle (PoP) to determine if the mesh will provide the data they needed to speed up the process and make it more efficient, Army fully deployed the mesh network protocol throughout Kuwait to enable visibility for the entire retrograde process in theater. The initial contract, N06PC10438, was issued as a multi-phased developmental effort that the government announced would not encompass complete development and deployment, but would leave the military department in a position to determine in which direction the developmental process should continue. The Statement of Work (SOW) in the earlier competitive announcement stated that at the end of the initial ID/IQ contract, upon the analyses of the test results, the Army would learn what would need to be addressed and what logistical gaps would have to be overcome to merge new technologies with existing technologies. Product enhancement with a goal of perfecting interfaces based on institutional and documented knowledge from the development phases completed by the incumbent is the work to be continued and completed under the planned follow-on IDIQ, and will revolve around finalization of data packages and finalization of the standards documents. It is not work that a successor contractor other than the incumbent can provide. Therefore, this is not a notice of a potential opportunity to compete.
