Description
NASA/GSFC intends to negotiate a sole source contract with Southwest ResearchInstitute of San Antonio, Texas. NASA/GSFC has a requirement for Providing the OSIRIS-Rex OVIRS C&DH and Low voltage powersupply electronics. The Main Electronics Box (MEB) that includes interface control and data handling (ICDH)low voltage power supply (LVPS) electronics and two Government furnished Focal PlaneElectronics (FPE) cards for the OSIRIS- Rex OVIRS instrument. OSIRIS- REx stands forOrigins, Spectral Interpretation, Resource Identification, Security Regolith Explorer. Scheduled for launch in 2016, the OSIRIS-REx mission will return the first samples evertaken from a special type of asteroid holding clues to the origin of the solar system andlikely organic molecules that may have seeded life on Earth.The OSIRIS-REx Visibleand Infrared Spectrometer (OVIRIS) instrument will be supporting the OSIRIS- REx missiongoals of characterizing a near Earth asteroid and returning a sample of the asteroid backto Earth.Southwest Research Institute has unique capabilities that reduce schedule and technicalperformance risk of the OVIRIS instrument due to a heritage hardware design, and a lowrisk development approach.The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon January 5, 2012. Such capabilities/ qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications is not acceptable in response to the notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
