- This is a request for other than full and open competition for the procurement of assistance in the presentation of training/facilitation of managers. VISN 17 is seeking concurrent/continuation of training from The Grant Group, a certified Service Disabled Veteran Owned Small Business (SDVOSB). The Network has identified the need to conduct a three day session of "The Essentials of Human Resource" training; specifically tailored to the unique needs of the Veterans Affairs (VA) Human Resource Departments. There are approximately 100-150 supervisors in attendance at each Healthcare facility (San Antonio, Temple, and Dallas Health Care Centers. Considering the continuity and progressive nature of the training, it is in the VA's best interest to maintain that continuity and progressive learning approach used VA-Wide. Severing the continuity of past training objective will jeopardize the facilitation of learning. Specific knowledge about VA is critical to the program's success due to the unique appointment, pay and advancement authorities. Example of the unique environment include; issues of performance and misconduct for Title 5, Title 38 and Hybrid Title 38 employees, Merit System Protection Board decisions such as Douglas vs. VA and Lewis vs. VA is a must for participants future success in management their workforce. Prospective vendors may submit a notice of interest and capabilities in response to this notice. Vendors must be Certified Service Disabled Veteran Owned Small Business through VetBiz.Gov. This notice of intent is not a request for competitive proposals. Determination by the Government not to compete the proposed action upon receipt of any responses shall be within the sole discretion of the Government. In accordance with IL 049-07-08 "Veterans First Program" the VA, will place SDVOSBs and VOSBs first and second, respectively, in satisfying VA's acquisition requirements when possible. Certain conditions must be met. All VOSBs, including SDVOSBs, must register in the VetBiz.gov Vendor Information Pages (VIP) database, available at www.VetBiz.gov, and CVE certified to be eligible for award of a contract.
