- The Department of Veterans Affairs, Iowa City VA Medical Center, Iowa City, IA intends to negotiate a SOLE SOURCE procurement under the authority of FAR 6.302.1, FAR 6.302.5, with the University of Iowa, 7 Jessup Hall, Iowa City, Iowa 52242. Interested parties may identify their experience in providing these services to the Contracting Officer via e-mail at scott.jennings@va.gov or fax 319-887-4957. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53, effective August 4, 2011. The associated NAICS code is 611310 and small business size standard is $7.0 M. The acquisition is not set-aside and is being negotiated as a SOLE SOURCE procurement. The requirement for this acquisition includes the following: ITEM DESCRIPTION OF QTY UNIT AMOUNT Part 1: Training, education, and acquisition of study materials during this first portion, the principle investigators, University of Iowa College of Education staff, and staff at the Shelter House will collaborate on identifying measures and instruments to assess for psychological, interpersonal, and behavioral outcomes. The investigators will also examine the need to purchase materials related to the data collection and record keeping needed to properly evaluate the Lodge process. During this portion, the University of Iowa College of Education staff will be involved in training elements of the Lodge. Their participation will allow them to become familiar with the Veterans participating in the program, and become accustomed to the Lodge training. Part 2: Participation in training and evaluation of the Lodge as the materials and apparati are purchased and located for the study, the University of Iowa College of Education staff will be involved with collecting data (qualitative interviews and quantitative surveys) for the evaluation of the project. The University of Iowa College of Education staff will also continue to be active in the Lodge training as well. As other Lodge homes are purchased, continued identification of eligible.
