- NASA Johnson Space Center (JSC) plans to issue a Request for Proposal (RFP) tocompete the contract requirements for the Engineering Product Integration Contract The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. This procurement is a total small business set-aside for a Small Business Administration(SBA) 8(a) firm. The NAICS Code and Size Standard are 541511 and $25 Million,respectively. The anticipated release date of the Final RFP is on or about January 3, 2012, with ananticipated offer proposal due date on or about February 3, 2012. After the release of the RFP, NASA/JSC will hold a pre-proposal conference on or aboutJanuary 10, 2012. All responsible sources may submit an offer to the RFP which shall be considered by theagency. A draft Statement of Work has been attached to this posting as Attachment 1: EPIC DraftStatement of Work. Prospective offerors are encouraged to review the draft Statement ofWork and offer written comments and questions via email to the point of contact no laterthan 3:30 p.m., December 9, 2011. Prospective offerors are encouraged to submitquestions and comments as soon as they are identified.Responses to the questions willbe posted on the EPIC website at http://procurement.jsc.nasa.gov/epic/.Interested parties should note that prior to award, documentation from Defense ContractAudit Agency (DCAA) showing that their accounting system meets the requirement of FAR16.301-3(a)(3), the contractors accounting system is adequate for determining costsapplicable to the contract will be required.NASA Clause 1852.215-84, Ombudsman, is applicable.
