Description
This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR QUOTATIONS The proposed acquisition is for the purchase of preventative maintenance and service calls for two (2) existing JEOL Electron Microscopes. The Metallurgy Division of the National Institute of Standards and Technology (NIST) Materials Measurement Laboratory has the mission of promoting U.S. innovation and industrial competitiveness in the development and use of materials by advancing measurement science, standards, and technology. It is essential that the two (2) existing microscopes remain functioning to help meet the mission of the Metallurgy Division at NIST. The Metallurgy Division owns the following JEOL electron microscopes: JEOL Model JSM-6400, Scanning Electron Microscope, Serial# 150058-248, equipped with SM-40060 LAB6 cathode electron gun, and Haskris R075 water recirculator, air-cooled. JEOL Model JEM-3010, Transmission Electron Microscope, Serial# 130008-13, equipped with EM-FLC40 Free lens control unit, EM-34010 scanning image observation, EM-34070 back-scattered unit, SEG for 2010, 3010, 1220, 1210, and Haskris R175 water recirculator, water-cooled. The anticipated procurement will require any Contractor to provide preventative maintenance and service calls for both microscopes. At a minimum, the preventative maintenance will be required to include two on-site visits for each microscope. The preventative maintenance shall be conducted in accordance with the original manufacturer's requirements. Service calls to repair the two microscopes will also be required. At a minimum, the service calls will require a response to any service call within 48 hours, obtaining JEOL replacement parts within 72 hours, unlimited telephone support, and a ninety day (90) warranty on all replacement parts. The Contractor/service engineer must be authorized to perform preventative maintenance and service calls on JEOL electron microscopes. All parts shall be approved for use with the instrument by JEOL. The Contractor shall only employ tools, instruments, test apparatus, methodologies, techniques, and practices approved for use with the instrument by the manufacturer. The service protocols and instrument specifications shall be adhered to at all times. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811219, with a size standard of $19.0M or less. Please include your company's size classification in any response to this notice. If two or more small businesses are identified, we will consider a set-aside. Companies that are authorized to service JEOL electron microscopes, meeting the above requirements, are requested to email product literature and a letter identifying which JEOL system they are authorized to service to andrea.parekh@nist.gov no later than the response date for this sources sought notice. The letter shall include any information relevant to your capabilities. Also, the following information is requested as part of the response to this sources sought notice: 1. Name and size of the company that manufactures the tool for which specifications are provided. 2. Name of the company(ies) that are authorized to sell the tool, their addresses, and a point of contact for the company (name, phone number, fax number, and email address). 3. Indication of the number of days after the receipt of the order that is typical for delivery of such tool. 4. Indication of whether each tool for which specifications are sent to andrea.parekh@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the government should consider in finalizing its market research.
