Description
This is a RFI for information only; neither NASA nor the Government will beresponsible for any cost an organization incurs in furnishing this information. NASA isrequesting information from U.S.owned organizations interested in providing intellectualproperty (IP) management services (such as patent valuation, marketing, assessment andbrokerage) to NASA under a no-cost arrangement that could allow for revenue sharing uponlicense execution. Services may be provided to one or more NASA Centers nationwide.NASA Center Directors are delegated the authority to enter into patent license agreement.At most NASA Centers, the patent licensing function is currently managed by each Centerwith the advise and counsel of the Center's Patent Counsel and the Office of the CenterChief Technologist. The patents owned by NASA cover a broad spectrum of technologiesrelevant to NASA's mission and such, represent the full breath and scope of the workperformed by the Agency.NASA wished to maximize the benefit to the public from NASA's R&D investments that yieldcommercially valuable new patented technologies. Seeking no-cost methods to furtheradvance the transfer of NASA owned patented inventions will introduce efficiencies andprovide increased value to the public and NASA through the introduction of new andeffective licensing processes and tools. NASA recognizes that there are many businessmodels in the U.S. for providing IP transaction services, such as patent brokering, usinga variety of difference transaction methods and platforms.Interested offers/vendors having the required specialized capabilities to meet the aboverequirement should submit an capability statement of 15 pages or less indicating theability to perform all aspects of the effort described herein.Please provide comments on the attached Statement of Work to be included in your 15 pageresponse limit.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited.Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement.All responses shall be electronically submitted to TERENCE.L.HAYNES@nasa.gov no laterthan December 20, 2011 at 2:00 p.m. Please reference your Solicitation Number and Title to any response.
