Description
The U.S. Army Contracting Command, Research Triangle Park, NC intends to solicit and negotiate with only one responsible source under the authority of FAR 13.106-1(b) and 6.302-1(a)(iii)(A) in an effort to avoid substantial cost duplication of maintenance service to the Government. Only one responsible source, Tech Systems, has managed and performed the initial support in installing and maintaining various Electronic Security System (ESS) hardware and software system components as provided in the attached. Thus, the Government intends to solicit and negotiate with Tech Systems of Duluth, GA (by way of Garner NC) for maintenance and services support for the Army Research Office's ESS hardware and software system components for the period of one (1) year with the option of two (2) additional one (1) year periods. See attached covered equipment for component maintenance. Service technicians should be accessible 24 hours a day, 7 days a week with at most an 8 hour physical response time for service. Unlimited operator/system training should be provided for any system (or addition to an existing system) covered by this support. Additionally, technicians must be able to support Identicard Access Control Systems as an authorized Identicard dealer. This notice of intent is not a request for competitive proposals. However, all responsible sources capable of fully meeting this requirement may submit a capability statement, proposal, or quotation which may be considered by the agency only if received by the closing date and time of this notification. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. The determination to compete the proposed requirement based upon responses received is at the sole discretion of the US Government. Oral communications will not be accepted in response to this notification.
