- ANNOUNCEMENT The Bureau of Reclamation, Pacific Northwest Region, has a requirement to purchase and replace a 69-kV oil-filled power transformer and associated features. The work shall be performed at Black Canyon Irrigation District Pumping Plant and Switchyard located approximately 8 miles west of Emmett, Idaho, in Gem County; Request for Proposal (RFP) R12PS10006). Directions to site are West on ID-52 from Emmet; South on Tom's Cabin Rd; Next left onto West South Slope Rd; Left onto canal service road (dirt); mile to site (~43 50 N, 116 36 W). Contractors shall provide all supplies, equipment, labor, and supervision necessary for completion of the subject project. The North American Industry Classification System (NAICS) code(s) associated with this project is 335311. The small business size standard applicable to this NAICS code is 700 Employees. This procurement is being advertised as a Total Small Business Set-Aside. Offers will be accepted from all responsive and responsible Small Business concerns. Prospective contractors shall be registered in Central Contractor Registration (CCR) prior to the award of any contract. (For more information regarding registering in CCR, please visit www.ccr.gov.). This acquisition will be conducted using FAR Part 15 procedures. This solicitation shall consist of two schedules; Schedule A - Supply and Schedule B - Optional Schedule - Construction (Funds Permitting). The order of magnitude for Schedule A - Supply is $350,000. The order of magnitude for Schedule B - Optional Schedule is $450,000. The principal components of the work to be performed include:A. Remove existing concrete transformer base and construct new concrete transformer base.B. Remove and replace switchyard chain link fence.C. Excavate, install, and backfill geomembrane oil spill containment system.D. 69-kV Switchyard electrical work:1. Remove and dispose existing 67-kV, 2.5 MVA, oil-filled power transformer.2. Furnish and install new 67-kV, 1.5 MVA, oil-filled power transformer.3. Remove and dispose existing switchyard ground mat.4. Furnish and install new switchyard ground mat.5. Remove and dispose existing jumper and rigid bus.6. Furnish and install new jumper and rigid bus.7. Furnish and install new potential transformers.8. Remove and dispose existing potential transformers.9. Furnish and install new control cabling (in conduit, buried) from switchyard toplant.E. Pumping plant electrical work:1. Furnish and install new protective relay and associated equipment. Contractors shall note that this procurement will be issued APPROXIMATELY December 6, 2011.
