Description
Attachment: Draft HIV/AIDS Statement of Work The United States Government, represented by the United States Agency for International Development at its Mission to the Philippines (USAID/Philippines) is publishing the attached draft statement of work for a project entitled, "Reaching Out to Most-at-risk Populations (ROMP)" in order to solicit comments and suggestions from public and private interested parties. ROMP is a two-year project that is proposed to reach out to populations most-at-risk of HIV infection, specifically males who have sex with males (MSM) and people who inject drugs (PWID), to contain and reduce the risk of a much larger epidemic of HIV/AIDS in the Philippines. The project is to be implemented in selected cities in the Philippines. Kindly send your comments to aidmnlorp@usaid.gov with subject line: "Comment on Draft SOW for ROMP Project submitted by [Name of Organization]". Comments are welcome from the date of release of this notice through the closing date of December 5, 2011 ( Manila time). Interested parties may submit more than one set of comments if appropriate. Individual responses to comments will not be provided. Comments and suggestions received may be taken into consideration for the preparation of the Request for Proposal (RFP). The RFP is projected to be issued around December 2011 in FedBizOpps ( www.fbo.gov ). USAID/Philippines intends to use procedures set forth in Federal Acquisition Regulation (FAR) Part 15. This procurement shall be conducted under full and open competition. All are advised that this request for comment does not obligate USAID to award a contract nor does it commit to pay any costs incurred whatsoever for providing comments on the draft statement of work.
