Description
Draft SOW for EQuALLS end-of-project evaluation SOW The United States Government, represented by the United States Agency for International Development at its Mission to the Philippines (USAID/Philippines) is publishing the attached draft statement of work for a proposed evaluation of its Education Quality and Access for Learning and Livelihood Skills (EQuALLS) Phase 2 Project for comments and suggestions from interested public and private parties. The evaluation will assess the performance and impact of the second phase EQuALLS2 (EQ2) Project in meeting its objectives: (1) to improve quality and access to basic education in areas most affected by poverty and conflict in the Philippines, specifically the ARMM and Regions 9 and 12 in Mindanao, and (2) to provide alternative learning opportunities, including livelihood training, to out-of-school youth in these regions. Working with the national and ARMM Departments of Education, EQuALLS increases learning opportunities by providing infrastructure and materials, improving instruction quality in teaching English, science and math, mobilizing local governments, communities, and other stakeholders to give greater support to basic education and workforce development. The evaluation will inform the USAID/Philippines Country Development Strategy (CDCS) for FY 2011-2016 and will guide the design and development of future education programs. The evaluation will examine the extent the results of the EQ2 project have been achieved in targeted regions in the Philippines-the Autonomous Region in Muslim Mindanao and other conflict-affected areas. Comments are welcome from the date of release of this notice through the closing date of December 5, 2011 at 8am (Manila, Philippines time). Interested parties may submit more than one set of comments if appropriate. Individual responses to comments will not be provided. Comments and suggestions received may be taken into consideration in the preparation of the Request for Proposal (RFP). The RFP is projected to be issued in Federal Business Opportunities (FBO) around December 2011. USAID/Philippines intends to use procedures set forth in Federal Acquisition Regulation (FAR) Part 15.
