- The procurement is being conducted under Simplified Acquisition Procedures according to FAR Part 13.5. Also, this is a commercial item so FAR Part 12.6 is applicable as well. It is the intent of the National Library of Medicine's (NLM) Specialized Information Services (SIS) to award on a sole source basis to Idaho University of Moscow, ID to conduct research in support of the on-going development of the UNICON Programming Development Environment. This award will be firm-fixed price. A sources sought notice was published in relation to this requirement. The University of Idaho is the only known source that is capable of providing this product and service that will improve the scalability of the UNICON programming language tools, optimize the compiler, and create a source level debugger in support of the UNICON-based system SIS is currently using for its SIS-Budget and SSEUS database applications. The North American Industry Classification System Code is 541990 and the business size standard is $7M. This is a 100% small business set-aside. NLM anticipates that award will be made on or about December 22, 2011. PERIOD OF PERFORMANCE The period of performance shall be twelve (12) months from date of award with two (4) one year options. BACKGROUND The Specialized Information Services (SIS) Division of the National Library of Medicine (NLM) is responsible for information coverage and services in several areas, including environmental health and toxicology, AIDS, and other information resources concerned with health and biomedicine. SSEUS is the major database support system of the SIS TOXNET cluster of databases. The system serves as an update and general maintenance mechanism for the SIS databases. Improvements to the programming language of the SSEUS system will contribute to the long-term success of the SIS databases by allowing for continued enhancement and improvements to the actual data which are critical to the Division's mission. PROJECT REQUIREMENTS The contractor shall implement specific tasks as defined above during the period of performance. The contractor shall implement these tasks with minimal direction, but in close collaboration with the government. The contractor shall submit a monthly progress report to the Project Officer. The deliverable for the projects shall include: The minimalized configuration of UNICON modified to include ODBC by default. The UNICON optimizing compiler modified to support the ODBC database facilities from the UNICON virtual machine. A user configurable installation facility to enable user-specified functionality and a minimization of required libraries. This shall include an enhanced UNICON test/validation suite. This is not a Request for Quotations (RFQ), nor is a RFQ available. However, if any interested party believes it has the capability to fulfill the above requirement, it may submit a statement of capabilities. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services as specified above. Capability statements must be received in the contracting office by 12:00 P.M. Eastern Standard Time on December 2, 2011. Faxed capability statements are NOT authorized. Capability statements and questions must be submitted in writing to Kimberly Pringle at pringlek@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representation and Certifications Application (ORCA).
