- DESC: MARKET SURVEY AND BIDDERS LIST DEVELOPMENT - SOURCES SOUGHT REQUEST FOR CONSERVATION SERVICES. The Secretary of the United States Senate (hereinafter referred to as "the Secretary") Office of Senate Curator issues this Sources Sought Notice (SSN) as a request for information only to locate qualified and experienced potential sources capable of providing the services as described herein. The information requested by this SSN will be used within the Secretary to facilitate decision making and will not be disclosed outside the Secretary. The Secretary will NOT be responsible for any costs incurred by interested parties in responding to this SSN. This SSN is not a request for proposal and in no way obligates the Senate to award a contract. This SSN contains the currently available information and is subject to change at any time. The Secretary has a need for highly skilled contractors to provide on-site assessment and conservation treatment of historic furnishings in the Capitol, particularly those furnishings in use or on display. Additionally, the contractor must have if required the capability for furnishings to occasionally be sent for treatment in a conservation studio in the event time or materials constraints to working on-site in the Capitol. REQUIREMENTS: All requirements listed below are mandatory: The contractor shall: 1. Be an experienced conservation firm with each principle conservator having over ten years experience after training. 2. Have Professional Associate or Fellow status in the American Institute for the Conservation of Historic and Artistic Works (AIC); 3. Demonstrate compliance with the AIC Code of Ethics and Standards of Practice. 4. Have extensive and broad conservation experience specifically with historic 19th and early 20th century American furniture and all its related materials. 5. All work will be performed by principals in the firm and similarly experienced conservators under their direct supervision. SERVICES: The services will encompass on-going assessment and conservation treatment for historic furniture and selected wood based decorative arts in daily use, as part of the collection of the Senate of the United States (hereinafter referred to as "the Collection"). Activities may include but not be limited to: a. Assess the condition of individual pieces in the Collection. Format assessments to provide priorities for conservation treatment needs of the Collection. Record assessments in an electronic format. Perform periodic on-site examinations to update condition changes resulting from continued use. b. Provide annual conservation treatment for objects in the Collection, including cleaning finishes, repair of incidental finish and veneer damage, minor repairs, regluing of detached or cracked elements, fashioning replacements for losses, etc. Work will require treatments for associated metallic, glass, and other non-wooden parts. Order of objects to be treated will be determined by assessments. Work will be performed on-site in dedicated spaces in the Capitol. c. Annually perform on-site general care as needed for the Collection as a whole, such as surface cleaning and wax polishing. d. Re-upholster certain objects as needed, noting and preserving any original or early upholstery which may remain on frames. Methods employed to focus on conservative approaches, which minimize further damage to frames. Upholstery techniques used may include table top insets, fancy button tufting, stamped decoration, and other historical decorative treatments. e. Document the conservation treatment of individual objects--performed on-site in the Capitol or in studio--with detailed written and electronic reports, analysis of tests performed and samples taken as required, and photography before, during, and after treatment. f. Provide on-going consultation on long-range conservation planning for the Collection; develop strategies to prevent future damage to collections; recommend suitable approved materials for in-house cleaning in the vicinity of collections, and for cleaning of Collection objects. g. Plan and execute training sessions for Capitol staff with responsibility for cleaning spaces where Collections are in use. Topics to include safe cleaning methods and materials, proper ways to handle and move historic furniture. h. Carry out technical analysis, as required, of materials associated with the Collection, such as wood species identification, pigment analysis, fiber identification, microscopic analysis of samples of finish layers, etc. INSTRUCTIONS: To respond to this Notice, the contractor shall provide the following: 1) General Information about your firm: Company Name, Address, Point of Contact with Telephone and FAX numbers and E-mail address, GSA Schedule Number (if applicable), DUNS Number, Tax ID Number; 2) A detailed capabilities statement stating their experience in providing the same or similar services described in this SSN and their ability to meet SSN Requirements 1 through 5. 3) At least three (3) past performance references in the last three (3) years that include complete and current information (customer name, project name/contract number, address, point of contact with current phone number and email, dates of project, and project details) for similar services. 4) Optional Information - If applicable to your company, discuss your familiarity with the current professional conservation literature and recent developments in materials and historic American furniture research. The information contained in this SSN will be the only information provided by the Secretary during the information gathering process. All qualified sources should respond to this Notice by submitting information in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by the Secretary may be requested to submit a proposal in response to a solicitation. Only vendors deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the Secretary anticipates release of a solicitation during the first quarter of 2012. Responses to this Notice are due to the POC no later than Monday January 2, 2012 at Noon EDT, and shall be submitted electronically via email only to the attention of Kathleen M. Haddow at Acquisitions2011@saa.senate.gov. The subject line of the email message shall be: "SSN 2012-S-024, Conservation Services". No other method of transmittal will be accepted. The entire response shall not exceed ten (10) pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the Secretary to information in any files attached to the response is the responsibility of the submitting party. Neither the Secretary nor the Senate is responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SECRETARY. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
