- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement (BOA) for supplies and services for which the Government intends to solicit and negotiate with only one source, Raytheon Company - Integrated Defense Systems, 1847 West Main Road, Portsmouth, RI 02871-1087. The BOA will cover a three-year period for refurbishment, software/hardware upgrades, spare parts, obsolescent part replacement, and Design Agent (DA)/Technical Engineering services in support of the AN/SPS-73 Radar system. A non-commercial solicitation will be issued using other than full and open competition to Raytheon Company - Integrated Defense Systems in accordance with FAR 6.302-1 and statutory authority 10 U.S.C. 2304(c)(1). The basis for restricting competition is the proprietary data. This solicitation will be available on or about 30 November 2011. Closing date will be on or about 30 December 2011. Interested parties may respond to the synopsis. A determination by the Government not to compete this proposed BOA based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
