- CLASS J & A - FME SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7123, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53, effective 5 JULY 2011. NAICS code 333618 applies. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for USNS ROBERT E. PEARY for the following services to Fairbanks Morse Engine. This is a sole source and the J & A is attached. The requested period of performance for the below service is 21 NOV - 31 DEC 11. 1.0 ABSTRACT This item describes technical services and parts for the repair/dressing of two (2) MDE heads and Injector(s). 2.0 REFERENCES: 2.1 None 3.0 ITEM LOCATION AND DESCRIPTION/ 3.1 Location/Quantity/ 3.1.1 Two (2) MDE Undressed Heads 3.1.1.1 Item Description/Manufacturer's Data: -FME/MAN B&W 8L & 9L 48/60 Diesel Engines 3.1.2 Contractor is to review this statement of work and identify all parts necessary to complete tasking per this service order and insure availability. Any additional items found to be required shall be submitted to the port engineer for amendment. Any additional parts shall be identified by: -Nomenclature -Applicable Work Card # -Part number -Sub assembly number -Sub assembly part number -Unit price 4.0 GOVERNMENT FURNISHED EQUIPMENT/ MATERIALS/ SERVICES: 4.1 Two (2) MDE Heads described in 3.1.1.1 5.0 NOTES 5.1 Performance period: Work shall be from November 21, 2011 to December 23, 2011. 5.2 Performance Location: Contractors' Facility 5.3 Port Engineer Contact Information is: Port Engineer Contact is Fran Pyne Principal Port Engineer T-AKE 5 USNS ROBERT E PEARY MSFSC N43C Building SP-48 471 East C Street Norfolk, VA 23512 757.443.0983 Office 757.763.8580 Cell 6.0 QUALITY ASSURANCE REQUIREMENTS: 6.1 Provide written report including, but not limited to work performed, parts consumed, tests performed and results. 6.2 Provide documentation of all ABS inspections. 7.0 STATEMENT OF WORK: 7.1 Receive and inspect. 7.1.1 Receive the heads and inspect for shipping damages. Record Serial number of head. 7.1.2 Clean and inspect head for any defects that could exclude head from service. Clean jacket water passages with Drew Ferroclean or equal. 7.1.3 Hydro pressure test the cover. 7.2 Procure and install all required parts to produce a fully finished working head. Parts shall include as a minimum; 7.2.1 2 - Inlet Valve Assemblies 7.2.2 1 Fuel Injection Valve 7.2.3 1 Starting Valve 7.2.4 1 Indicating Valve 7.2.5 1 Safety Valve 7.3 Assemble Head 7.3.1 Lap all landings, Inlet Valves Start Air Valve, Injector, Lower landing. 7.3.2 Install Inlet Valves, Air Start Valve, Safety Valve, Indicating Valve, and Injector. 7.4 Pressure Test as necessary to prove all work. 7.5 Provide ABS approval/witnessing of all work. Forward all documentation to the Port Engineer. 7.6 Preserve the heads and all parts. This unit is to be used as an onboard or warehouse spare and will be exposed to sea air and unconditioned air. These spares may not be used for years and may be needed in an urgent situation. Liberal use of cosmoline preservative or equal is required with extra attention given to all landings. 7.7 Crate in accordance with regulations for overseas shipping. (Termite treated, heat treated). MSFSC INVOICE INSTRUCTIONS FOR SHIPPING CHARGES At the time of invoice, a shipping receipt must be provided to substantiate shipping or freight charges greater than $25.00. BASIS FOR AWARD: Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the combined Synopsis/Solicitation, offers the lowest evaluated price. SHIP & BASE ACCESS Vendors are responsible for correctly submitting forms/applications. Vendors are encouraged to monitor email using "Request a Read Receipt" function and to confirm receipt of facsimile transmissions. Due to enhanced security measures, ship and base access is required for pre-award ship visits (e.g. ship-check) and for contract performance. Specifically the following permissions are required: 1. El Paso Intelligence Center (EPIC) personnel screening requirement 2. Base/Repair Facility Access Request 3. Vehicle Access Request 4. Ship Access List (vendor-provided) All forms are available for download on the MSC contracts webpage at http://www.msc.navy.mil. Click on "Contracts" in the upper right corner. "EPIC template" is under "Reference" subheading. Click on "Online Library of Common Documents" for all other forms. EPIC: Required for access to MSC vessels. RAPIDGate® is being implemented for access to DoD facilities in CONUS, HI, Guam and Puerto Rico. Vendor is responsible to acquire RAPIDGate® status and destination base individual access badge(s) activation prior to performance start date. Delays that may result from inadequate planning are contractor responsibility. Vendor instructions and program information is available at http://www.RAPIDGate.com or tel. 877.727.4342. RAPIDGate® access requires (in succession) (1) Individual Base Commander approval for vendor to access base, (2) Successful vendor RAPIDGate® company annual enrollment, (3) Company employee individual enrollment and possession of RAPIDGate® identification badge for single base or multiple base (enterprise) access. Vendor is responsible to confirm that each employee held annual RAPIDGate® badge is active for the specific facility and performance period in accordance with RAPIDGate® User Agreement (http://www.RAPIDGate.com). Additional access permissions may be required such as Navy Base Point Loma "Enclave Access request form". Vehicle Access: Required for vehicle access to Navy facilities. Follow supplemental instructions on Base Access forms or base-specific vehicle access forms. Ship Access List* (Vendor-Provided): On company letterhead attachment via email, the vendor is required to provide the ship master (courtesy copy the Port Engineer) with an accurate, current list of performing personnel prior to being admitted aboard the vessel. Under no circumstances will a hand-delivered list be accepted.
