Description
SOURCES SOUGHT - Single Management and Operating (M&O) contract competition for the management and operation of the Strategic Petroleum Reserve petroleum storage facilities located in Louisiana and Texas. The U.S. Department of Energy (DOE), Strategic Petroleum Reserve (SPR) located in New Orleans, Louisiana is seeking Expression of Interest (EOI) from prospective contractors who may be interested in competing, on a full and open basis, for the contract to manage and operate the SPR oil storage facilities. The North American Industrial Classification System (NAICS) code for this effort will be 561210 with a size standard of 35.5 million. The primary mission of the SPR is to store petroleum, thereby diminishing the impact of disruptions on petroleum supplies and to carry out the obligations of the U.S. under the International Energy Program. The Contractor will be required to manage and operate the petroleum storage facilities in a safe, effective, efficient, and environmentally compliant manner. There are approximately 750 persons (includes both direct hires and subcontractor personnel) currently employed and approximately $130 million is executed annually. A website has been established at http://sps.spr.energy.gov/SEB/, which will be utilized to disseminate information relating to this acquisition. This website will be the principle distribution medium for the draft Request for Proposal, notices, changes, questions and answers, or any other pertinent information. The official Request for Proposal (and Amendments, if any) will be transmitted through the Governmentwide Point of Entry (FedBizOpps). It is strongly advised that interested offerors frequently check the website. DOE encourages the participation of small business (e.g., team members, joint venture partners, subcontractors, and mentor-protégé relationships with Small Business, Small Disadvantaged Business, 8(a), Woman-Owned Small Business, HUBZone Small Business, Veteran-Owned Small Business, and Service Disabled Veteran-Owned Small Business) in this acquisition. Prospective contractors are requested to submit an EOI that (1) identifies the prospective contractor (business name, business size (large, small, 8a, etc.), point of contact, including e-mail address, telephone number, and identify the nature of the proposing entity (e.g., joint venture, limited liability corporation, etc.); and (2) briefly describe (not more than 5 pages) the prospective contractor's capabilities, relevant to experience and corporate resources to perform a contract of the size and complexity of that which is the subject of this procurement.
