- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DTRT57-12-Q-80006 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 13, Simplified Acquisition Procedures (SAP), and FAR Part 12, Acquisition of Commercial Items. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54, effective November 2, 2011. The NAICS Code is 519120 and the Small Business size standard is $6.5M. The Government intends to award a firm fixed price purchase order on a non-competitive basis to Elsevier B.V., New York, NY, to acquire a multi-year subscription to the three research Journals, Accident Analysis and Prevention, Journal of Safety Research and Safety Science, in accordance with the Statement of Work (SOW). Statement of Work: The U.S. Department of Transportation (U.S. DOT), Research and Innovative Technology Administration (RITA) Volpe National Transportation Systems Center (Volpe Center) Technical Library and Information Center require a subscription license agreement with Elsevier Inc. via Science Direct for the three (3) journal titles described above. These online subscriptions enable the Volpe Center to access current information and reports of congressional activities on a daily and real-time basis. These publications shall be delivered on a daily basis in electronic format. Under the resulting purchase order, the contractor will provide online access to these journals during the period of January 1, 2012 through December 31, 2012. Proposal Pricing: The Offeror shall provide pricing for the following Contract Line Item Numbers (CLINs) in accordance with the above Statement of Work: CLIN 0001: 1-Year Subscription to 3 Research Journals - Accident Analysis and Prevention, Journal of Safety Research and Safety Science (Base Year), Unit Price:___________; CLIN 0002: 1-Year Subscription to 3 Research Journals - Accident Analysis and Prevention, Journal of Safety Research and Safety Science (Option Year 1), Unit Price:_______; CLIN 0003: 1-Year Subscription 3 Research Journals - Accident Analysis and Prevention, Journal of Safety Research and Safety Science (Option Year 2), Unit Price:______; CLIN 0004: 1-Year Subscription to 3 Research Journals - Accident Analysis and Prevention, Journal of Safety Research and Safety Science (Option Year 3), Unit Price:_______; CLIN 0005: 1-Year Subscription to 3 Research Journals - Accident Analysis and Prevention, Journal of Safety Research and Safety Science (Option Year 4), Unit Price:_______; Total Firm Fixed Price (CLINS 0001 - 0005):___________. The Offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The Offeror is reminded that as of January 1, 2005, it must provide Certifications and Representations online at least annually via the Online Representations and Certifications Application (ORCA) at the following website: https://orca.bpn.gov. The Offeror must be registered in the Central Contractor Registration (CCR) in order for the Government to proceed with award. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
